The City Council of the City of Azusa met in special session at the above date and time in the Azusa Light and Water Conference Room located at 729 N. Azusa Avenue, Azusa, California. Mayor Rocha called the meeting to order. ROLL CALL PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, HANKS, ROCHA ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT City Attorney Ferre, City Attorney Martinez, City Manager Makshanoff, Public Works Director/Assistant 'City Manager Haes, Director of Utilities Morrow, Assistant to the Director of Utilities Kalscheuer, Assistant Director Water Operations Anderson, Assistant Director of Resource Management Lehr, Assistant Director of Electric Operations Langit, Director of Economic and Community Development Christiansen, Finance Controller Paragas, Police Chief Gonzalez, Pubic Information Officer Quiroz, Assistant Director of Customer Service and Care Vanca, Director of Recreation and Family Services Jacobs, Assistant Director of Economic and Community Development McNamara, Director of Information Technology Graf, Senior Management Analyst Del Toro, Senior Management Analyst Yang, City Clerk Mendoza, Deputy City Clerk Toscano. PUBLIC PARTICIPATION Call to Order Roll Call Also Present Pub Part Mr. Art Morales addressed the meeting regarding Redevelopment, the maintenance of city facilities and A. Morales commended Police Department for thejob they are performing. AGENDAITEM FISCAL YEAR 2012/13 CITY AZUSA PUBLIC FINANCING AUTHORITY, AND SUCCESSOR AGENCY PRELIMINARY BUDGET REVIEW. City Manager Makshanoff addressed the item stating that this is the 2012/13 budget review as conducted yearly; staff has been working on keeping services at their normal level as requested by Council. 'Finance Controller Paragas addressed the item giving a presentation of the proposed budget and gave a summary on the following: revenue on property and sales tax; State of California suspension of the vehicle license fee revenue; low interest rates; dissolution of RDA (Redevelopment Agency); subsidized portion of graffiti revenue to the State; potential layoffs of 14 full time and 5 part time positions; Capital Improvement programs that are funded through other sources, such as Measure R, transportation funds, and extraction tax; increase in liability premiums, PERS (Public Employee Retirement System) for years 2012/13 and 2013/14; fire safety services and motor vehicle tax fee; Rosedale use of city services; Material Recovery Facilities funds; Successor Agency ROPS (Recognized Obligation Payment Schedule); enterprise funds such as water and sewer; decrease in funds; and the need to cut costs. Paragas Budget Presentation Each department presented their budget giving detailed information regarding the efforts to keep current Departments' services, potential layoffs, freezing of vacant positions, budget cuts on operation of departments, and Budget future project. I Presentation r Discussion was heldl and questions answered regarding Rosedale maintenance of parks, successor Discussion agency's responsibilities and debt payments, fire services increase, property taxes, IT services to L&W, administrative services such as meetings and conferences for council, donations/contributions, parks maintenance of buildings and restrooms, positions being terminated, garage allocations, police vehicles and motorcycles expenses, inmate welfare, Public Works Projects, Community Benefit Programs, proposed parking structure, Capital Improvement Projects, and Redevelopment bonds. CLOSED SESSION. Recess Closed The Utility Board and the City Council convened jointly to recess to Closed Session at 8:45 p.m. to Session Jntly discuss the following: w/L&W With regard to Utility Board: I CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION Pursuant to Government Code Section 54956.9(c). One potential case CONFERENCE WITH REAL PROPERTY NEGOTIATORS Pursuant to Government Code Section 54956.8. Property: Water rights regarding Main San Gabriel Basin Agency Negotiator: George Morrow, Utilities Director Negotiating Parties: Reiner Kruger, Monrovia Nursery Under negotiation: Price and terms of payment. With regard to City Council: Gov. Code Sec. 54951.6 — CONFERENCE WITH LABOR NEGOTIATOR.
