MONDAY, JULY 16, 2012 — 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa
Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702,

The City Council reconvened at 7:30 p.m., City Attorney Martinez announced that Mayor Rocha and

Mayor Rocha called the meeting to order.

Mr. Mike Lee addressed Council requesting the community's support for local businesses; addressed the M. Lee
Environmental Impact Report (EIR) of a proposed parking structure; wished good luck to School Comments
Superintendent Cynthia Cervantes on her recent retirement; and asked for prayers for soldiers.
Mr. Jorge 'Rosales addressed Council inviting all to the 8`h Annual Korean War Armistice Day J. Rosales
Commemoration on Friday, July 27, at 10 a.m. in front of City Hall, and expressed his opposition on a Comments
proposed parking structure.
Mr. Dan Simpson addressed Council suggesting more stringent efforts in combating illegal fireworks. D. Simpson

Ms. Sandra Benavides addressed Council expressing her concerns regarding the lack of maintenance on S. Benavides
the breezeway at the Citrus Crossing Breezeway, and invited all citizens to participate in the review the Comments
FIR of a proposed parking structure.
Ms. Jeri Vogel addressed Council requesting support from the community for Azusa Raiders who are in J. Vogel
'need of financial assistance. Comments
Discussion was held regarding Council taking a collective position on illegal fireworks as requested by Discussion
Mr. Simpson. City Attorney Martinez stated that Council is covered by the Brown Act, and they can only
make collective decision at public meetings as long as the issue has been placed on the agenda. However,
each Council as individual can give their personal opinion on any issue that is within the matter
jurisdiction, but cautioned on comments that may expose the city to some liability.
Mayor Rocha introduced Battalion Fire Chief Mike Short and Assistant Fire Chief Glen Massey of the Intro Fire

Moved by Councilmember Gonzales, seconded by Councilmember Macias and *unanimously carried to $200 Sponsor
approve a $200.00 sponsorship for the Gladstone High School Wrestling Team to purchase a wrestling Wrestle Team

A request to purchase a business/congratulatory ad for the Souvenir Book for the Epsilon Omega Purchase Ad
Chapter, Alpha Kappa Alpha Sorority, Inc., was removed from the agenda. Removed
Mr. Chris Burner, Chief Project Officer for the Foothill Extension Construction Authority, gave Council Gold Line
an update on the construction of the Gold Line that will run from Irwindale to Citrus College. Update
Councilmember Macias addressed the meeting stating that he hoped everyone had a nice 4th of July, and Macias
that he will contact Mr. Simpson to discuss his concerns on illegal fireworks. Comments
Councilmember Hanks announced that the EIR on a proposed parking structure is now available for Hanks
public review until August 17, and encouraged all to participate in this review. Comments
Councilmember Gonzales reminded all of the pet vaccination and microchip at the gazebo behind city Gonzales
hall on JulIZ 18, from 6-7:30 p.m.; the second annual two night campout fieldtrip at Northside Park on Comments
August 10 , 3:00 p.m., cost is $20.00 per family per night, for information call (626)334-2611; and the
4'h Annual Kool Cuts for Kids at Memorial Park on August 19'h from 12:00-4:00 p.m., doors will close at

Mayor Rocha announced that the meeting will adjourn in memory of Maxine Gaxiola lifelong resident of
Azusa; thanked all who donated for the care packets for the troops; reminded all of the openings in the
various Boards and Commissions; announced the following events: Summer Reading Program Events on
July 17 in the Azusa Auditorium 10:30 a.m., and carnival on July 31 at Veteran's Freedom Park, 11:00
a.m.; July 181h pet license clinic; summer concerts at Memorial Park, July 18 to August 23; City Council
on the Move, date to be announced; Walk a Mile Against Crime August 7, at 7:00 p.m. at Target Store;
and Be a Walker at Pioneer Park on August 11. He stated that he will contact Mr. Simpson and Ms.
Benavides to address their concerns; and asked all to keep service men and women in prayers.
SCHEDULEDITEMS
City Engineer Hassel introduced the item stating that this ordinance will: eliminate all unused news racks,
owners will be required to get a Business License and a permit with the Engineering Department, will be
required to be placed 300 feet from schools and to maintain them. Discussion was held regarding the
posting of adult materials to which City Attorney responded that the display of adult materials is
regulated by the State.

Services (PARS) Supplemental Retirement Plan (SRP), to implement an early retirement incentive Retirement

SIDE LETTER AGREEMENT WITH THE CIVILIAN ASSOCIATION OF POLICE PERSONNEL Side Letter

City Manager Makshanoff addressed the item stating that few changes were made after posting of the

agenda, which include; date of effective contract is August 1, 2012, the removal of dispatchers from the

Councilmember Macias and staff addressed the item explaining that vendor E&L Landscape, listed on
the warrant, is not for the maintenance of the Citrus Crossing Breezeway, which is city owned property,
but rather for the upkeep of 9ih and Alameda.

Community Development Director Christiansen addressed the item stating that due to timelines moved to Payment
earlier dates by the State, the Recognized Obligation Payment Schedule (ROPS) is being revised to
reflect Light & Water Loans and COPS Bond that were previously denied, in order that the Successor
Agency continues discussion with the State on these items. Moved by Councilmember Gonzales,
seconded by Councilmember Hanks and *unanimously carried to approve the revised BOPS.
