MINUTES OF THE CITY COUNCIL
SPECIAL MEETING
MONDAY, SEPTEMBER 24, 201.2 - 7:39 P.M.
The City Council of the City of Azusa met in special session at the above date and time in the Azusa
Light and Water Conference Room located at 729 N. Azusa Avenue, Azusa, California.
Mayor Rocha called the meeting to order.

SCHEDULED ITEMS
DISCUSSION AND DIRECTION CONCERNING THE CITY OF AZUSA'S POSITION ON
AB 1446 (FEUER) - A BILL TO ALLOW THE LOS ANGELES COUNTY METROPOLITAN
TRANSPORTATION AUTHORITY (MTA) TO SEEK VOTER APPROVAL FOR AN
EXTENSION OF THE EXISTING MEASURE R (TRANSACTIONS AND USE TAX) FOR
TRANSPORTATION INFRASTRUCTURE PROJECTS.
City Manager Makshanoff addressed the item stating that it was being presented on a request by
Mayor Pro -tem Carrillo, to take a position on AB 1446, which extends the Los Angeles County
Transportation Sales Tax approved by the Voters in November 2008, and is due to expire 2039.
Other cities have asked for Azusa's support.
Discussion was held regarding the expiration of Measure R on 2039, which is what it was
promised to the voters when it was placed on the ballot; the circumstances of how the bill was
originally adopted; the legality of the proposed extension of this bill. No action was taken on
this item, it died for a lack of a motion.
2. REOUEST FOR CERTIFICATE CONGRATULATING THE LOS ANGELES COUNTY
FAIR FOR THEIR CELEBRATION OF THEIR 90TH ANNIVERSARY.
Mayor Rocha addressed the item stating that on September 27 is also "Thoughtful Thursday"
and he will be presenting socks and canned food to the L.A. County Fair to assist needy
families. It was moved by Concilmember Gonzales, seconded by Councilmember Hanks, and
*unanimously carried, to prepare a certificate for the L.A. County Fair congratulating them for
their 90°i Anniversary. The certificate will be presented on Thursday, September 27, at the
Azusa Day at the Fair.
The CONSENT CALENDAR consisting of Item D-1 was approved by motion of Councilmember
Gonzales seconded by Councilmember Macias and *unanimously carried.

The re -appointment of Mayor Rocha as a representative, and Coucncilmember Gonzales as an Mosquito &
alternate, to the San Gabriel Valley Mosquito & Vector Control District Board of Trustees, for Vec Contrl
a two year term beginning January, 2013 and ending December 31, 2014, was approved. Appt Rep
Council recessed at 7: 44 p.m. and reconvened at 7:55 p.m.
The City Council Recessed to Closed Session at 7:55 p.m. to discuss the following:

The City Council reconvened at 8:02 p.m., City Attorney Ferre announced that there was no reportable
