The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. CEREMONIAL Council presented certificates of appreciation thanking all who donated to the Azusa Library 2012 Summer Reading Program. Council presented certificates of appreciation thanking all who donated to the 2012 Kool Cuts Event, held on August 12, at Memorial Park. The City Council Recessed to Closed Session at 7:02 p.m. to discuss the following: CLOSED SESSION CONFERENCE WITH LABOR NEGOTIATOR - Gov. Code Sec. 54957.6. City Negotiator: City Attorney Marco A. Litigation 2 Potential Cases Council reconvened at 7:32 p.m., City Attorney Martinez announced that all members were present in closed session, Council provided direction on items listed, and there was no further reportable action. Mayor Rocha called the meeting to order. Pledge to the Flag was led by Lance Corporal Justin Ramos. Invocation was given by Pastor Jesse Aramburo of Canyon Christian Fellowship Church. Council presented Certificates to Lance Corporal Justin Ramos and Corporal James Ramos (in absence) thanking them for their services in the United State Military. PUBLIC PARTICH'ATION Call to Order Flag Salute Invocation Certificates Military Svcs Roll Call Also Present Pub Part Mr. Jeffrey Comejo General Chairman of Azusa Golden Days Committee, addressed the meeting giving J. Cornejo recognition to the Committee members, announced the Golden Day's Activities this year's theme being Golden Days "Groovin' with Golden Days, A Salute to the 1970's", and introduced this year's Civic Grand Marshal Ms. Peggy Martinez, and Honored Citizens Mr. & Mrs. Dick & Karen Nolting. 1 Ms. Jeri Vogel, addressed the meeting announcing Cancer Awareness Month and National Domestic J. Vogel Violence Month. Comments Mr. Jorge Rosales address Council thanking them for an action taken to amend the proposed parking J. Rosales structure Environmental Impact Report (EIR), and spoke about the California Environmental Quality Comments Act (CEQA) Guide Lines §15084. Mr. Robert Donnelson addressed Council stating that he recently became involved with the San Gabriel R. Donnelson Valley Veterans Employment Committee, invited all to an event that they will be holding November 2- Re Veterans 4, at Whittier Narrows Park, 1200 North Potrero Ave., South El Monte, and encouraged all to donate their time to assist this organization. Ms. Sandra Benavidez addressed Council addressing Golden Days; thanked Council for amending the S. Benavides parking structure FIR and made suggestions for the review; and read statistics from the Small Business Comments web site encouraging additional support to local businesses. Mr. Art Ramirez addressed Council stating observations he made regarding the left turn at Citrus A. Ramirez Crossing, which he considers unsafe. Comments Ms. Cathy Bushey addressed Council regarding Old Sierra Madre Avenue, close to her residence, where C. Bushey unsanitary and unsafe conditions are been created by groups of people that visit this area. Comments REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rpts, Updates Moved by Councilmember Gonzales, seconded by Councilmember Hanks and unanimously carried to Proclamation prepare a proclamation for Mr. and Mrs. Mike and Molly Ramirez for their 60`h Wedding Anniversary, Ramirez to be presented on October 18. Wedding Aniv Moved by Councilmember Hanks, seconded by Councilmember Gonzales, and unanimously carried to Certificate prepare a certificate welcoming a new business, MLS Fluid Solutions, to be presented October 5th. MLS Fluid Mayor Pro -tem Carrillo addressed the meeting congratulating all who are involved in the preparation of A. Carrillo the Golden Days activities, and congratulated the honored citizens. Comments Councilmember Macias addressed the meeting thanking Golden Days staff for their work and stated that U. Macias since he was young, he looks forward to Golden Days and wished all to enjoy this event. Comments Councilmember Hanks addressed the meeting thanking Golden Days Committee for his opportunity to K. Hanks wear his hat and badge, and wished all to have fun during this event. Comments Councilmember Gonzales addressed the meeting congratulating Jeffrey Cornejo and staff for the Golden R. Gonzales Days events, and thanked Council for their support in the Kool Cuts Event. Comments Mayor Rocha addressed the meeting congratulating Jeffrey Cornejo, the Golden Days Committee, and J. Rocha Rosie Garica and Jose Corona who were honored at Azusa Day at the Fair September 27, and asked to Comments keep service Men and Women in daily prayers. SCHEDULED ITEMS None Sched Items The CONSENT CALENDAR consisting of Items D-1 through D-10, was approved by motion of Consent Councilmember Hanks, seconded by Mayor Pr -tem Carrillo, and unanimously carried, with the Calendar D-4 exception of item D-4, which was pulled to the special call portion of the agenda. Spec Call The minutes of the regular meeting of September 17, and the special meeting of September 24, 2012 Min Appvd were approved as written. 2. The following Resolution was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN Reso 12-C74 CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME Warrants ARE TO BE PAID. 3. Human Resources Action Items were approved for: HR Action Merit increase and/or regular appointment: J. Gasca, T. Patlogar, L. Ferrari, V. Benavidez, M. Silva. Item 6. A California Library Literacy Services (CLLS) award from the California State Library in the CLLS amount of $9,950 was accepted; and the budget amendment associated with this grant was approved. Award 7. The following Resolution was adopted and entitled: A RESOLUTION1 OF THE CITY COUNCIL OF AMENDED JOINT POWERS AGREEMENT SYSTEMS JOINT POWERS AUTHORITY. 8. The following Resolution was adopted and entitled: THE CITY OF AZUSA APPROVING THE Reso 12-C78 FORMING THE CALIFORNIA TRANSIT Amend Jnt Powers CaITIP A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPOINTING A Reso 12-C79 DIRECTOR AND ALTERNATE TO THE CALIFORNIA TRANSIT SYSTEMS JOINT POWERS CaITIP Rep AUTHORITY (CalTIP). 9. Authorization was given to: (1) Exonerate the performance and labor and material bonds for the Bonds Sierra Madre Ave. Trail from Orange Blossom Way to Macneil Dr. included with Tracts 54057-8, Rosedale 54057-9, 63336-1, and 63336-2; (2) Reduce the amount of the performance and labor and material bond for Alisal Park to $60,000; (3) Reduce the amount of the performance and labor and material bond for Ridgeview Park to $40,000. 10. The purchase of radio equipment offered through the reimbursable State of California FY2009 Purchase Homeland Security Grant Program (SHSGP) was approved. of Radios SPECIAL CALL ITEMS Spec Call Councilmember Hanks addressed the item stating that it has been a rewarding experience for him to K. Hanks serve as Councilmember; he encouraged all to take this opportunity to run for office or to support a Comments candidate; further he stated that he will not seek re-election as he is pursuing to do missionary services together with his family. Councilmember Hanks offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, CALLING Reso 12-C75 FOR THE HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, Calling for MARCH 5, 2013, FOR THE ELECTION OF CERTAIN OFFICERS AS REQUIRED BY THE Election PROVISIONS OF THE LAWS OF THE STATE OF CALIFORNIA RELATING TO GENERAL LAW CITIES.
