MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, OCTOBER 15, 2012 — 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located
at 213 E. Foothill Boulevard, Azusa, CA 91702.
CLOSED SESSION
The City Council Recess to closed session at 6:32 p.m. to discuss the following: Closed Session

The City Council reconvened at 7:30 p.m.; City Attorney Martinez advised that there was no reportable No Reports on
action taken in Closed Session. Closed Sess
Mayor Rocha called the meeting to order.
Pledge to the Flag was led by Private Andrew Palomino, U.S. Marines.
Invocation was given by Bishop Neil Giles of The Church of Jesus Christ of Latter -Day Saints

Private Andrew Palomino, U.S. Marines, addressed Council stating that he just got released from boot A. Palomino
camp and is on his 10 day leave, and as an Azusa High School graduate, he expressed his love for Azusa. Comments
Mr. Walter Schaub, of Shepherd's Pantry Glendora, address Council, inviting thein to visit the pantry, W. Schaub
located at 657 E. Arrow Hwy., open Wednesday and Thursday 5-7 p.m.; this year they will partner with Convnents
Azusa Recreation for the trunk and treat program on October 28.
Ms. Jeri Vogel, addressed the meeting thanking all Veterans who participated in the Golden Days Parade. J. Vogel

Mr. Nick Rosales addressed Council regarding residents who rehabilitate their homes, unlicensed N. Rosales
businesses of party rentals, welcomed new business Nit Picker paint ball, and invited all to meet Comments
candidate Joe Gardener who is running for the new 48th Assembly District, on Saturday October 20, 440
N. Azusa Ave., from I IA p.m.
Mr. Bruce Leinbach, resident of West Covina, addressed Council stating that he was in attendance to B. Leinbach
observe Council's process of the internet telecast of the meetings. Comments
Councilwoman Marlen Garcia from City of Baldwin Park, addressed Council inviting them to a special M. Garcia
screening presentation of the video Weight of the Nation,'to be held Saturday, October 20, at 8:30 a.m., Comments
in Baldwin Park, which highlights the obesity epidemic.
REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF

Mayor Pro -tem Carrillo addressed the meeting thanking Councilwoman Garcia for driving her bicycle to A. Carrillo
brining information to Council; and thanked Golden Days Committee for the week's activities. Comments
Councilmember Gonzales addressed the meeting thanking Golden Days Committee, staff and volunteers R. Gonzalez
for the week of events; expressed his gratitude to visitors from other cities who come to the meetings to Comments
emulate Azusa; and announced High School Football Game at Citrus College on Friday, October 19, 7:00
p.m., Azusa vs. Gladstone.
Councilmember Hanks addressed the meeting thanking Golden Day's Parade Committee and all who K. Hanks
were involved, to Joe Guarrera for arranging to have him ride in a 1957 T -Bird Convertible in the parade, Comments
and to Police Department AACES (Azusa Amateur Radio Communications Emergency Services)
Volunteers for providing their equipment; reminded all on Thursday October 18, at 10:18 a.m. the great
California Shake Out, and encouraged all to consider emergency preparedness.
Councilmember Macias addressed the meeting wishing Happy Birthday to Marine Corps on November U. Macias
10; the Navy's Birthday was October 13; he missed Golden Days events as he was out of town; Comments
announced October 28, 8:00-10:00 a.m. Gladstone Swim Team pancake breakfast at Azusa Applebee's;
wished all a happy Halloween; and wished Happy Birthday to Ms. Candy Toscano, former Assistant City
Clerk.
Mayor Rocha addressed the meeting thanking the Golden Days Committee and all who were involved in J. Rocha
the week's events; and. asked to keep service men and women in daily in prayers. Comments

The CONSENT CALENDAR consisting of Items D-1 through D-5, was approved by motion of Consent
Councilmember Hanks, seconded by Councilmember Gonzales, and unanimously carried, with the Calendar
'exception of item D-3, which was considered under the Special Call portion of the Agenda. D-3 Spec Call
1. The minutes of the regular meeting of October 1, 2012, were approved as written. Min appvd
2. The following resolution was adopted and entitled:

4. The Safe Routes to School Project No. SRTSLNI-5112(015) was awarded to YWCA San Gabriel YWCA SGV
Valley' for professional grant administration, project management services and project Safe Routes to
implementation for Project No. SRTS3-07-002 (non -infrastructure), Azusa safe routes to school School
Project Walk and Roll for Elementary Schools District -Wide.
5. The revised class specifications for Building Technician, pursuant to the City of Azusa Civil Service Bld Tec

Mayor Rocha addressed Consent Calendar Item No. 3, requesting clarification on Election's Code
'
§15651(b) stated on the resolution; the cost of running a Special Election and the source of the funds, and
Section 2 of the resolution.
Mayor Pro -tem Carrillo offered a Resolution entitled:
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, PROVIDING Reso 12-C81
FOR THE CONDUCT OF A SPECIAL RUNOFF ELECTION FOR ELECTIVE OFFICES IN THE Resolve Tie
EVENT OF A TIE VOTE AT THE MUNICIPAL ELECTION TO BE HELD ON MARCH 5, 2013. Vote, Elect
Moved by Mayor Pro -tem Carrillo, seconded by Councilmember Hanks to waive further reading and
adopt. Resolution passed and adopted by the following vote of the Council:
