SPECIAL MEETING
MONDAY, OCTOBER 22, 2012 - 7:20 P.M.
The City Council of the City of Azusa met in special session at the above date and time in the Azusa Light and Water
Conference Room located at 729 N. Azusa Avenue, Azusa, California.
Mayor Rocha called the meeting to order. Call to,Order

City Attorney Ferre, City Manager Makshanoff, Public Works Director/Assistant City Manager Haes,
Interim Finance Director Paragas, Police Lieutenant Chavez, City Clerk Mendoza, Administrative
Technician Acting Assistant City Clerk Hernandez.

Mayor Rocha addressed the item stating that this was brought forward as a result previous meetings

inconsistency on the acceptance of public participation cards being turned in after the deadline of 7:30

p.m., for which the City Attorney suggested considering a more comprehensive manual of procedures.
Meetings
City Manager Makshanoff addressed the item suggesting consideration on one of three options; (1)
Council to form a subcommittee to work with staff on a new procedures manual, (2) Council to work
with staff to review the current policies, (3) Council to maintain status quo.
Discussion was held regarding a summary of current policies, public participation cards turned in after
7:30 p.m. as long as they are within the allowed time, participation not to exceed 60 minutes in order to
conduct the regular city business, keep current policies in place, the amount of time staff would invest in
preparing a new policy, different color cards for different items, allow additional time on controversial
items, a representative to speak on behalf of groups that have the same issues, fairness and equal time to
all, council's right to extend the allowed time for public participation, and the need for consistency.
After further discussion, it was consensus of the Council to maintain the current policy and not make any
changes at this time.
The CONSENT CALENDAR consisting of Item D-1 was approved by motion of Mayor Pro -tem Consent
Carrillo seconded by Councilmember Gonzales and unanimously carried. Calendar
A proclamation recognizing Foothill Community Church for their volunteer services to the Proclo Foothill
community through their "Foothill Has Left The Building Program" was approved Comm Church
Council recessed at 7: 50 p.m. and reconvened at 8:00 p.m.
The City Council Recessed to Closed Session at 8:00 p.m. to discuss the following:

The City Council reconvened at 8:22 p.m., City Attorney Ferre announced that there was no reportable
action taken in closed session.
