The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. CLOSED SESSION Closed Session The City Council Recessed to closed session at 6:32 p.m. to discuss the following: CONFERENCE WITH LABOR NEGOTIATOR - Gov. Code See. 54957.6. Labor City Negotiator: City Manager James Makshanoff Negotiators Organizations: ACEA (Azusa City Employees Association), AMMA (Azusa Mid -Management ACEA, Association), CAPP (Civilian Association of Police Personnel), Executive AMMA, Management Group (Unrepresented Employees), IBEW (International Brotherhood of CAPP, Exec Electrical Workers) SEIU (Service Employees International Union). Mngmnt, IBEW, SEIU CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION - Gov. Code Sec. 54956.9 (a). Gale Banks, Irwindale The City Council reconvened at 7:32 p.m., City Attorney Martinez announced that there was no reportable action taken in closed session. Mayor Rocha called the meeting to order. Call to Order Pledge to the Flag was led by Cynthia Alvarez Flag Salute Invocation was given by Pastor Daniel Simonson of Christbridge Immanuel Church. Invocation ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, HANKS, ROCHA ABSENT: COUNCILMEMBERS: NONE ALSO PRESENT Also Present City Attorney Martinez, City Manager Makshanoff, Director of Public Works/Assistant City Manager Flaes, Police Lieutenant Dennis, Finance Director Paragas, Economic and Community Development Director Christiansen, Utilities Director Morrow, Human Resources Director Neiuber, Director of Recreation and Family Services Jacobs, Information Officer Quiroz, City Clerk Mendoza, Assistant City Clerk Hernandez. PUBLIC PARTICIPATION Public Part 'Ms. Elizabeth Ramirez, on behalf of the San Gabriel Valley Habitat for Humanity, addressed Council E. Ramirez giving them information on the recently created Critical Home Repairs Program, which just finished their SGV Habitat first home repair project, and requested volunteers to start a second project on Thursday, February 7; for for Humanity information call (626)387-6899 ext 17; and stated that applications for a critical home repairs are now being accepted for information visit www.sgvhabitat.org. Ms. Barbara Dickerson, addressed Council thanking them for supporting students with the banner that B. Dickerson was placed in front of city hall with all the names of the High School graduates, suggested additional Students locations for the banners and other types of recognition; the School Board currently recognizes students Recognitions who have achieved high scores in the California Achievement Tests. Mr. Jorge Rosales addressed Council commending Mayor Rocha for the tree planting at Gladstone Park J. Rosales and the "Let's Talk" event at the shopping center on Gladstone and Azusa. Comments REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Repts, Updates Councilmember Gonzales addressed the meeting announcing the 8th Annual Casino Night fund raiser, on R. Gonzales Friday, February 15, proceedings will go to Parks and Recreation, and local Sports Leagues; he thanked Comments staff who was present last Saturday at the Let's Talk event. Councilmember Hanks addressed the meeting thanking City Employees for their service to the City and K. Hanks gave a description of the duties and responsibilities of the departments. Comments Councilmember Macias addressed the meeting wishing his wife a happy birthday, and thanked city U. Macias employees for their accomplishments and services to the City. Comments 'Mayor Rocha addressed the meeting stating that it will be adjourned in memory of Ms. Frances Gonzales J. Rocha Castillo, Ms. Olga Garcia, Ms. Patricia Feldman and Mr. Juan Cuevas; announced Saturday Be A Walker Comments at Northside Park and the Woman's Self Defense Program, February 16, 1:00-3:00 in the Azusa Library Auditorium; he asked to keep Service Men and Women in daily prayers. 7 L The CONSENT CALENDAR consisting of Items D -I through D-8, was approved by motion of Consent Cal Councilmember Gonzales, seconded by Councilmember Hanks, and unanimously carried, with the D-7 Spec Call exception of item D-7 which was considered under the Special Call portion of the Agenda. 1. The minutes of the regular meeting of January 22, 2013, and the Special Meeting of January 28, Minutes 2013, were approved as written. 2. The following Resolution No. 13-C6, was adopted and entitled: Reso 13-C6 Warrants A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 3. In accordance with the City of Azusa Civil Service Rules and Applicable Memorandum of H.R. Action Understanding(s), the Human Resources Action Items were approved as follows: Items Merit Increase and/or Regular Appointment: L. Hernandez 4. The following Resolution No. 13-C7, was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DECLARING HAZARDOUS BRUSH, DRY GRASS, WEEDS, COMBUSTIBLE GROWTH OR FLAMMABLE VEGETATION ON IMPROVED PARCELS OF LAND TO BE A SEASONAL AND RECURRING NUISANCE Reso 13-C7 Weed Abatement 5. The City Treasurer's Report for the City of Azusa for the month of December 2012, was received, Treas Rport reviewed, and filed. 6. The following Resolution No. 13-C8, was adopted and entitled; Reso 13-C8 City's A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ADOPTING THE Investment INVESTMENT POLICY. Policy 7. SPECIAL CALL Spec Call 8. A budget amendment in the amount of $82,049.57, and the Notice of Completion for City Hall, West Budg Amend Wing, Civic Auditorium and Memorial Park Roof Gymnasium Replacements (CIP# 66112A -C) were & NOC Roof approved; and staff was authorized to file the Notice of Completion with the Los Angeles County Replacement Clerk. SPECIAL CALL ITEMS Agreements between the Citv of Azusa. Jr. All American Football and the American Little League Mayor Rocha addressed the item stating that the Azusa National Little League is not included, as they have a similar agreement with the School District, and Staff responded that they will get the same assistance from the city as the other leagues do. Moved by Mayor Rocha, seconded by Councilmember Gonzales and unanimously carried to approve the agreements between the City of Azusa, Jr. All American Football and the American Little Leagues, and to authorize the City Manager to execute the same. 02/04/2013 PAGE TWO Special Call League Agreements SUCCESSOR AGENCY RELATED MATTERS Councihnember Hanks offered a Resolution entitled: A RESOLUTION OF THE SUCCESSOR AGENCY OF THE FORMER REDEVELOPMENT AGENCY OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT OF SUCCESSOR AGENCY FUNDS. Moved by Councilmember Hanks, seconded by Mayor Pro -tem Carrillo and unanimously carried to adopt Resolution No. 13-R2, by the following vote of the Council: 'AYES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, HANKS, ROCHA NOES: COUNCILMEMBERS: NONE Sccssr Agncy Reso 13-R2 Warrant THE CITY COUNCIL RECESSED AND THE PUBLIC FINANCING AUTHORITY Convene CONVENED AT 7:57 P.M.
