The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. CEREMONIAL Closed Session Council presented checks to the Azusa American Little League, Azusa Junior All American League and the Azusa National Little League, in the amount of $350.00 each, from the proceeds of the Casino Night Fund Raising Event, to assist with expenses during the 2013 season. THE CITY COUNCIL RECESSED AND THE UTILITY BOARD CONVENED IN SPECIAL Utility Board SESSION AT 6:36 P.M. Spec Mtg THE UTILITY BOARD RECESSED AND THE CITY COUNCIL RECONVENED AT 6:38 P.M. UB Recess The City Council Recessed to closed session at 6:38 p.m. to discuss the following: Closed Sess CONFERENCE WITH LABOR NEGOTIATOR - Gov. Code Sec. 54957.6. Labor CityNegotiator: City Manager James Makshanoff Negotiators Organizations: SEIU (Service Employees International Union) and IBEW (International Brotherhood IBEW, SEIU of Electrical Workers). The City Council reconvened at 7:30 p.m., City Attorney Martinez announced that there was no No Reportable reportable action taken in closed session. Action Mayor Rocha called the meeting to order. Call to Order Pledge to the Flag was led by Mia Devis Flag Salute Invocation was given by Pastor Ariel Verayo of Jesus is Lord Church. Invocation The entire Council presented a plaque to City Clerk Mendoza for 12 years of service and dedication to Plaque City the Community of Azusa. PUBLIC PARTICIPATION Roll Call Also Present Public Part City Clerk Mendoza addressed the meeting announcing a correction the agenda under the upcoming V. Mendoza meetings portion, to read that the meeting of March 18, 2013, will be held on Monday, not Tuesday. Comments Mr. Arthur Vasquez addressed the meeting encouraging all to vote on March 5, 2013 General, Municipal A. Vasquez Election, and stated that he is running for City Treasurer. Comments Ms. Stephanie Mills addressed the meeting stating that she is running for City Clerk, and encouraged all S. Mills to vote. Comments Ms. Yolanda Pena addressed Council thanking Mayor Rocha, Councilmember Gonzales, City Manager Y. Pena and staff for attending the Let's Talk event at the Edgewood Shopping Center; requested a list of taxicabs Comments circulating in Azusa; and spoke of Azusa Schools continued improvement in the API (Academic Performance Index) testing. Mr. Hector Elizalde, Congresswoman Grace Napolitano's Field Representative, addressed Council H. Elizalde, informing them of their activities and requested to be kept informed on all Azusa activities; he requested Congr Grace Council's assistance for a facility to hold their second Veteran's Forum in June; Mayor Rocha responded Napolitano Rep that the City Manager is working in obtaining the Readiness Center for their event. Comments Mr. Jorge Rosales addressed the meeting stating that he is running for City Clerk; he announced that J. Rosales people can contact the City Clerk's Office for their precinct location as it was not printed on some of the Comments sample ballots. Mr. Tony Alvarez addressed the meeting reminding all to vote and to support his brother Eddie Alvarez T. Alvarez who is running for City Council. Comments Mr: Art Morales addressed the meeting reminding all to vote, announced the candidates that he is A. Morales supporting, and thanked staff and City Council for job well done. Comments Mr. Dennis Willut addressed the meeting regarding Charter Communications repairs around his area, the D. Willut homeless, electrical rate refunds by the state, and the Keystone pipeline. Comments City Manager Makshanoff stated that staff will provide a list of taxicabs to Ms. Yolanda Pena; staff J. Makshanoff provided phone numbers to the public for the City Clerk's Office to get information on precinct locations; Comments Mayor requested staff to repair potholes on Soldano and Dalton. REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rcpts, Updates City Manager addressed the meeting stating that the City received a grant by the Metropolitan Transit J. Makshanoff Authority (MTA) in the amount of $635,000 for a transit oriented design study around the two Azusa MTA Grant GoldLine Stations including 5 Redevelopment properties; the study will be a blue print for future development of these areas; it will be done by a consultant and MTA; as part of the grant $100,000 will be used for staff, this will assist in the general fund; he thanked Conal McNamara and Community Development staff for acquiring this grant. Moved by Councilmember Gonzales, seconded by Mayor Pro -tem Carrillo and *unanimously carried to Sponsorship approve a request for a $100.00 sponsorship for Patrick Anthony Cordova, Azusa High School Student, P. Cordova to attend Cheer Camp. Moved by Mayor Pro -tem Carrillo, seconded by Councilmember Gonzales and *unanimously carried to Proclo R. approve a request for a Proclamation for Ms. Roberta Behrens who will be celebrating her 100th Birthday Behrens on March 24, 2013. Moved by Councilmember Macias, seconded by Councilmember Gonzales and *unanimously carried to Cert Cncl & approve a request for a certificate to recognize Council Member David T. Lau, City of Monterey Park, Clerk for 12 years of service, and to amend the request to add a certificate for City Clerk who has served since Monterrey Park 1978. Moved by Mayor Pro -tem Carrillo seconded by Councilmember Macias and *unanimously carried to Cert Taiwanese approve a request for a certificate for the celebration of the Taiwanese American Heritage Festival. Heritage Moved by Councilmember Macias seconded by Councilmember Gonzales and *unanimously carried to Cert P. Ackers approve a request for a certificate for Mr. Peter W. Ackers, California State Worthy President, in recognition for his visit to the Azusa Eagles Club Aerie #2810. 'Mayor Pro -tem Carrillo congratulated Community Development Assistant Director McNamara and staff A. Carrillo for acquiring the MTA grant; encouraged all to vote and to contact City Clerk's Office for precinct Comments location. Councilmember Macias congratulated staff for acquiring the MTA Grant; Congratulated City Clerk Vera U. Macias Mendoza for her years of service; reminded all to vote, and spring forward time on March 10. Comments Councilmember Gonzales addressed the meeting congratulating Assistant Director McNamara and staff R. Gonzales for securing the MTA Grant; thanked City Clerk Vera Mendoza for years of service; thanked candidates Comments for the campaign and reminded all to vote. 03/04/2013 PAGE TWO Mayor Rocha addressed the meeting reminding all to vote in honor of those who are away; he announced J. Rocha March 7, Senator Ed Hernandez to discuss Affordable Health Care Act; Saturday March 9, at 9:30 a.m. Comments be a walker program Families on the Move at Zacatecas Park, and at 10 a.m. National Little Leagues opening day ceremonies; Saturday March 9, Azusa High School Band spaghetti dinner from 6-8 p.m.; March 16, 10-12 p.m., Library Conference Room, a presentation by a Dr. Krikor Deramerian a Kaiser Physician, on children in crisis weight of the nation; announced the various assistance available for the homeless; and asked to keep service men and women in prayers. The CONSENT CALENDAR it was *consensus of the Council to approve Items D-1 through D-7, with Consent Cal the exception of item D-3 which was considered under the Special Call portion of the Agenda. D-3 Spec Call 1. The minutes of the regular meeting of February 19, 2013, were approved as written. Minutes ' 2. The following Resolution No. 13 -Cl 0, was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN Reso CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE Warrants TO BE PAID. 3. SPECIAL CALL ITEM. Spec Call 4. The City Treasurer's Report for the City of Azusa for the month of January 2013, was received, Treas Rprt reviewed, and filed. 5. The following Resolution No. 13 -Cl 1, was adopted and entitled: A RESOLUTION OF THE CITY OF AZUSA AUTHORIZING INVESTMENT OF MONIES IN Reso Invest T14E LOCAL AGENCY INVESTMENT FUND. Monies 6. The position recommended on Legislative Update on proposed Federal and State Bills was approved. Legislative Update 7. The following Resolution No. 13-C12, was adopted and entitled; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING THE Funding SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA STATE DEPARTMENT OF CalHome HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE CALHOME Prog PROGRAM; THE EXECUTION OF A STANDARD AGREEMENT IF SELECTED FOR SUCH FUNDING AND ANY AMENDMENTS THERETO; AND ANY RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN THE CALHOME PROGRAM. The City Council of the City of Azusa met in special session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Mayor Rocha called the meeting to order. Call to Order Pledge to the Flag was led by Vietnam Veteran Mr. Ray Chavira. Flag Salute The National Anthem was led by Ms. Ana Aguilar. Nat] Anthem Invocation was given by Pastor Woody Calvary of Praise Chapel of Azusa. Invocation Cheer Leaders representing Azusa Schools - Nelly Castro Lee School, Ilene Del Real Dalton Bob Cats Cheer Leaders and Abby Hernandez Hodge Cougars - performed a Cheer for Azusa. SELECTION OF MAYOR PRO -TEM Moved by Mayor Pro -tem Carrillo, seconded by Councilmember Gonzales and carried to select Councilmember Macias as Mayor Pro -tem for the year March 2013 to April 2014, councilmember Macias abstained.
