MINUTES OF THE CITY COUNCIL
REGULAR MEETING
MONDAY, APRIL 15, 2013 — 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located
at 213 E. Foothill Boulevard, Azusa, CA 91702.

The City Council Recessed to closed session at 6:32 p.m. to discuss the following:

The City Council reconvened at 7:30 p.m., City Attorney Martinez announced that there was no
reportable action taken in closed session.
Mayor Rocha called the meeting to order.
Pledge to the flag was led by Ms. Georgina Pinto.
Invocation was given by Father Mike Grieco of Saint Francis of Rome Catholic Church.

Translated by Ms. Georgina Pinto, Ms. Anna Gonzales, on behalf of the Azusa Adult School body, A. Gonzales
addressed Council seeking advocacy to help keep the Adult School open, as it is threatened to be closed; Adult Schl
she submitted a petition signed by citizens of Azusa seeking to keep the school open. Closure
Mr. Jose Luis Sanchez, student at the Azusa Adult School, addressed Council questioning the reason why J. Sanchez
the adult school is proposed to be closed and requested Council's support to keep it open. Comments
Mr. Joe Guarrera addressed the meeting following up on a question he posed at the last Council Meeting J. Guarrera
regarding the proposed route for busses that will travel through the Civic Center, as indicated in the Buss Route
'Environmental Impact Report of a proposed parking structure.
Ms. Jeri Vogel addressed Council announcing: pancake breakfast by the Veteran's Memorial Committee J. Vogel
April 21, 2013, 8-11 a.m. at the VFW (Veterans of Foreign Wars); April is Sexual Assault Awareness Comments

Mr. Jorge Rosales addressed Council congratulating Elected Official on their recent election, and .I. Rosales
expressed his opinion regarding attire being worn at the swear in ceremony; he spoke of a bridge being Comments
build on Santa Anita Ave., Arcadia; and the busses being routed through Azusa Avenue.
Mr. Hector Elizalde, representing Congresswoman Grace Napolitano, addressed Council announcing the H. Elizalde
2nd Annual Veterans Forum, Saturday June 1, 2013, at the National Guard Armory in Azusa; the first Comments
Veteran's job fair held at Azusa Pacific University (APU); and Mr. Jose Ramos' 5th celebration of the
welcome home Vietnam Veterans Day held on Saturday, April 13, 2013.
Mr. Art Morales addressed Council extending his condolence on the passing of Veteran Mr. Bobby A. Morales
Cisneros; he talked about the makeup of Azusa Councilmembers being all Hispanic; and requested that Comments
family names be placed on the sidewalks in front of homes.
City Manager Makshanoff addressed the meeting stating that he will answer Mr. Guarrera's questions J. Makshanoff
accordingly; regarding Mr. Morales' request to put family names on city sidewalks, he will search into Answers

REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF
Repts, Updates
City Manager Makshanoff addressed the meeting announcing Arbor Day Celebration, April 18, 2013 at J. Makshanoff
5:00 p.m., and Cinco de Mayo Celebration, April 28, 2013, 12:00-6:00 p.m., in front of City Hall. Announcenutts
Mayor Rocha announced that Councilmember Gonzales left the Council Chambers at this time to attend a R. Gonzales

City Engineer Hassel gave an update on the closure of streets for 2013 due to the Gold Line construction;
Phase I: April 22 to April 29, storm drain construction on Santa Fe Avenue; Phase 11: April 29 to end of
July, Azusa Avenue by Target Store, traffic will be detoured through Santa Fe Avenue, which will be
closed to West Bound traffic; parking spaces on Azusa Avenue and Santa Fe Avenue will be closed due
to traffic control. Construction on San Gabriel will start after Azusa and Santa Fe are finished, and one
lane will always be open during construction; there will be some weekend closures in order to move rail.
Councilmember Macias addressed the meeting announcing the Foothill Credit Union and It Takes A
Community golf tournament, Sunday, April 28, 2013, 7:00 a.m. Azusa Greens; commended the students
from the Azusa Adult School for their presence to voice their concern; he expressed his discontent on
comments made during public participation regarding dress attire at the swear in ceremony; he thanked
his wife for giving birth to their son Andrew Anthony, on April 4, 2013; and announced that he received
orders to mobilize to active duty from May 31, 2013, to January 2014, in Kandahar Afghanistan, he will
be asking for military leave, and requested that his seat be held as he has two years left in his term.

It was *consensus of the Council to direct staff to prepare a staff report for the next Council Meeting with Military Leave
details of the requirements under the California Military Veterans Code. Staff Report
Councilmember Alvarez addressed the meeting congratulating Councilmember Macias on the birth of his E. Alvarez
baby; he stated that he was mobilized after 9-11, and the importance of supporting all who are mobilized; Comments
he plans to attend the Veterans Event on June l; reminded all about the AYP Barbeque on June 1, at the
Senior Center; and spoke about Azusa's Sandoval family that has three boys in the military on active
duty and a daughter in law who has been mobilized overseas, and asked to keep them in prayers.
Councilmember Carrillo addressed the meeting thanking the Adult School students for their involvement A. Camillo
in civic matters, and explained that this is a separate body from the Azusa School District and does not Comments
have authority to make decisions on the closure of the school; he expressed his discontent on comments
made during public participation regarding dress attire at the swear in ceremony; regarding public's
concerns on the possible traffic congestion in the downtown he explained that these proposals are geared
to improve public transportation; he congratulated Mayor pro -tem for the birth of his baby, expressed his
sadness for his departure, and thanked him on behalf of the community for his service stating that his seat
will be reserved; and requested to keep the Boston residents in prayers due to the recent bombing.

for a proclamation declaring March 31 to April 6, as Safety Seat Checkup in Azusa, to be presented May Seat Checkup

Moved by Councilmember Carrillo, seconded by Mayor Pro -tem Macias, and *carried to approve a Proclo Arbor
request for a proclamation declaring April 18, as Arbor Day in Azusa, to be presented at the Arbor Day Day
'Ceremony.
Moved by Councilmember Alvarez, seconded by Mayor Pro -tem Macias, and *carried to approve a Certificates
request for certificates for: Richard Sandoval -Marines, 7ackary Sandoval -Air Force, Everett Sandoval Military Svcs
Jr. -Marines, Richards Wife: Katharine Sandoval -Air Force, to be presented at a future Council Meeting. Personnel
Mayor Rocha addressed the item regarding the vacancy on the Cultural and Historic Preservation Commission
Commission and announced the recent vacancy on the Library Commission; it was *consensus of Vacancies
Council to direct staff to bring this item to a future meeting to consider filling the positions, as stated in
the Azusa Municipal Code §2-32.

Mayor Rocha addressed the meeting announcing that it will be adjourned in memory of Azusa Mayor Rocha
Resident/Veteran Mr. Baltazar 'Bobby" Cisneros; announced upcoming events: Arbor Day Celebration, Comments
Thursday, April 18, 5:00 p.m.; Relay For Life, April 27, 9:00 a.m.; Cinco de Mayo Celebration, April 27,
12-6:00 p.m.; Veterans Memorial Committee Breakfast, April 21, 2013, 8-11 a.m.; he congratulated
Mayor Pro -tem Macias for the birth of son, and thanked him for serving our country, and requested to
keep men and women in prayers.
It was consensus of the Council to approve a certificate congratulating City of Paramount Vice Mayor Certificate D.
Diane Martinez, for her term as president of the California Contract Cities Association, to be presented Martinez, from
Wednesday, April 17, 2013, in the City of Paramount. Paramount

Pro -tem Macias seconded by Councilmember Carrillo and *carried, with the exception of item No. D-5, D-5 Spec Call

(inclusive of tax, title and license fees) from Nissan of Duarte located in the City of Duarte, was
approved.

Public Works Senior Management Analyst Del Toro, addressed the item answering Mayor Pro -tem Reject Bids and
Macias' questions stating that the Azusa Gateway Project is anticipated to go out for bids within the next Re -advertise
10 days, it takes approximately 30 days for the noticing process, the contract is estimated to be award for Gateway
early June, work will begin in July, and the contractor has 120 days to complete the project. Project

authorize the City Manager to reject all bids and re -advertise for the Azusa Gateway Project,
