MINUTES OF THE CITY COUNCIL
AND THE PLANNING COMMISSION
JOINT SPECIAL MEETING
MONDAY, APRIL 29, 2013 — 6:34 P.M.
The City Council of the City of Azusa and the Board Members of the Planning Commission, met in special joint
session at the above date and time at Azusa Senior Center located at 740 N. Dalton Avenue, Azusa, California.
Mayor Rocha called the meeting to order.
Pledge to the flag was led by Boy Scout Jorge Campos.

Mayor Rocha Announced Congresswoman Napolitano's Veterans Event on June I, 2013 from 8-2 p.m. at J. Rocha
the Azusa National Guard Armory. Comments
Mr. Jorge Rosales addressed the meeting regarding the Housing Element stating the similarities ofthe low J. Rosales
and moderate housing to the 2008-14, and requested an extension for public review. Comments
Mr. Art Morales addressed the meeting requesting free public swim for children; addressed the Housing A. Morales
Element mixed use in the downtown area; and asked that more green be put on the sidewalks. Comments

STUDY SESSION TO REVIEW THE 2014-2021 DRAFT GENERAL PLAN HOUSING ELEMENT.
Assistant Director of Economic and community Development McNamara, addressed the item stating that
this review study session of the draft Housing Element 2014-2021 is done every 8 years; the programs and
policies are similar to prior elements; the City is not obligated to build affordable housing, this document is
intended to identify areas as required by the State Department of Housing and Community Development
and to be incorporated in the City's General plan; by state law the city is required to adopt it by October
15, 2013; the review period of the element will be extended for two additional weeks.
Consultants Laura Stetson and Noemi Bass, of Moore, lacofang, Gollsman, Inc. (MIG), addressed the item
giving a presentation on Housing Element requirements and the regional housing needs; they gave detailed
information on requirements of approval by the state, assessment of Azusa's housing units, change of
demographics, housing opportunities, San Gabriel Council of Governments (SGVCG) involvement on the
update; changes affecting this elements i.e. 2010 census and updated information from the Department of
Finance (DOF); the importance of updating the element in order to be in compliance with state regulations

and to qualify for certain grants, it also ensures a legally adequate general plan; the element creates
opportunities to build, and to identify areas of need, land, housing resources and housing plan.
Further explanation was given on some of the key programs i.e. overview of the application, assistance by
the city on funding programs, rental inspections, development projects, homeownership programs; in
addition the city will continue to pursue additional outside funding from the state and federal governments
in order to address housing issues such as section 8 housing, find adequate housing to meet housing
demands, development in the downtown, affordable housing and senior housing.
Discussion and question answer session was held regarding assisted rental housing, first time home buyer
programs, funding of senior housing programs, transfer of Atlantis Gardens apartments to the County, At -
Risk Units 2013-2023, affordable housing, Azusa Pacific University student housing, density of units
allowed, number of unites provided for section 8 housing, parking requirements, site analysis, SB 12
housing requirements and the Rosedale Development.
It was consensus of Council and Commissioners to allow an extension for public review to May 13, 2013. Extension for public
