The City Council of the City of Azusa met in special session at the above date and time in the Azusa Light & Water
Conference Room located at 729 N. Azusa Ave., Azusa, CA 91702.
Mayor Rocha called the meeting to order.

FISCAL YEAR 2013/14 CITY, AZUSA PUBLIC FINANCING AUTHORITY, AND SUCCESSOR FY 2013-14
AGENCY PRELM41NARY BUDGET REVIEW. Draft Budget
Review
Finance Director Paragas presented the Fiscal Year 2013/14 proposed budget giving detailed information Presentation
on the following: Budget Background: emphasis on maintaining same service levels, economy -impact on
revenues, low interest rates, Consumer Price Index (CPI), increase in personnel cost due to Cost of
Living Increase (COLA) and retirements, and State budget crisis due to the dissolution of
Redevelopment. Included in this Budget: COLA of the union contract agreements, fire service contract
increase, liability claim increase, 2 full-time positions, part time elimination and reduction of hours, one-
time reimbursement relating to Successor Agency, potential Affordable Care Act penalty and Material
'Recovery Facility (MRF) Revenue. Not included in this Budget: personnel layoffs, transfer to equipment
replacement fund for future vehicle replacements, potential impacts related to current employees contract
negotiations, off year Election. Future Issues: PERS Rate Increase — effective FY 2015-16, continued
implementation of Rosedale Project, Vulcan mining, employee bargaining units negotiations, Successor
Agency. She provided breakdown figures of the budget summary, which included estimated totals of the
general fund, special revenue fund, Capital Project funds, debt service funds, and Enterprise funds; and
also provided information on adjustments, expenditures, expenditures by functions. The Successor
Agency Budget was also reviewed.
Discussion was held regarding how rental inspections are conducted based on the available resources, Discussion
Affordable Care Act penalty will be based on the choices that part-time employees make regarding health
care, union negotiations, current unfilled positions, Price Club revenue. Additional review, questions and
discussion was held regarding the budget each of each department and the various community programs.
