Alosta Ave., Azusa; she further stated that she is a Comments candidate for the Citrus School Board, gave her strategic areas that can be used as a link between Azusa and Citrus College: programs for Veterans at Citrus College, K-12 Connection, and Student's Success, and asked for everyone's vote at the November 5, 2013, Election. Ms. Mercedes Castro addressed Council to remind everyone of the "Get Out and Vote" incentive; voters M. Castro from any city that show proof of voting at the November 5, 2013, Election, will receive a 10% discount Comments in participating Azusa restaurants; she further spoke of her experience as a candidate in the past General Municipal Election of March 2013. Ms. Jeri Vogel addressed Council to thank Police Officer Samantha Sutcliff, for her professionalism in J. Vogel assisting her and her family on a recent robbery that took place in her house after her garage door remote Comments control was stolen from her car. 'Ms. Vanessa Alikhan addressed Council regarding the recent Madre Fire, and expressed concern of V. Alikhan unmarked sidewalks next to fire hydrants in the Rosedale area. Comments Mr. Art Ramirez addressed thank the City Council, Azusa residents and volunteers, for participating and A. Ramirez assisting during the Golden Days Celebration; he invited all to next year's parade on October 11, 2014, Comments which may be the last time it proceeds down San Gabriel Ave. due to the future Goldline; and he announced that Mr. Joe Guarrera retired as Parade Chairman, stating that he will be missed, and Mr. Marc Gonzales will be the new Parade Chairman. Mr. Jorge Rosales addressed Council regarding the Request For Proposals (RFP) for the building J. Rosales renovation of a City owned Property located on the 600 block of San Gabriel Ave., expressing concern Comments about going through with the RFP process as there may not be funds available for this project. REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rprts/ Updates Mosquito and Vector Control District Update. Presentation by the SGV Ms. Kelly Middleton from the San Gabriel Valley Mosquito and Vector Control District, addressed Mosquito & Council to provide an update on current issues affecting the San Gabriel Valley regarding mosquitoes and Vector Control West Nile Virus (Virus); she gave a biological explanation of spring mosquitoes which pose no danger, and mosquitoes that carry the Virus, which has resurfaced in both cities of EI Monte and South EI Monte; she gave information on symptoms of the Virus and how to take precautions, and encouraged residents to contact the Vector Control District for information or to report these mosquitoes if detected. ' Letter supporting Metro Gold Line Foothill extension to Claremont as a transportation priority. Letter in Support to Moved by Councilmember Carrillo, seconded by Councilmember Gonzales, and *carried to approve a Request Future letter requesting any future transportation tax, including funding for the Gold Line Foothill Extension to Transportation Claremont. Tax Designation of Voting Delegate and Alternate to attend the National League of Cities Annual Business Voting Meeting, November 16, 2013, in Seattle, Washington. Delegate and Alternate to Moved by Councilmember Alvarez, seconded by Councilmember Gonzales and *carried to designate Natl League of Councilmember Carrillo as a Voting Delegate to the National League of Cities Annual Business Meeting, Cities Annual on November 16, 2013, in Seattle Washington; it was further moved by Councilmember Alvarez, Business seconded by Councilmember Carrillo, and *carried, to designate Councilmember Gonzales as the Meeting Alternate. Moved by Councilmember Carrillo, seconded by Councilmember Alvarez, and *carried to approve a Certificate request for a welcome certificate for the 2013 Grand Opening of the new building of the Laborers Laborers Train Training School, on November 5, 2013, 10:00 a.m. School Councilmember Camillo addressed the meeting extending his appreciation to the Golden Days Carrillo Committee for the Golden Days Celebrations; he further directed staff to research on the installation of a Comments bicycle rack close to the Garcia Trail, and to report back the findings at a future Council Meeting. Councilmember Gonzales addressed the meeting thanking Ms. Barbara Dickerson for her work with the R. Gonzales Homework House; he gave information on the "Get Out to Vote" incentive; thanked the Golden Days Comments Committee for the parade and the week's events; announced the Annual Trunk or Treat Halloween Event, October 27, 2013, 12:00 p.m. at Memorial Park; and congratulated Azusa High School Football Team on their recent win. Councilmember Alvarez addressed the meeting announcing Azusa Pacific University (APU) Football on E. Alvarez November 2, 2013; he supported the idea of a bicycle rack by the Garcia Trail; and thanked the Golden Comment Days Committee for the Golden Days Celebrations and parade. Mayor Rocha addressed the meeting thanking the Golden Days Committee, all who participated and staff J. Rocha for the week's events; congratulated Ms. Barbara Dickerson for the Homework House; and asked to keep Comments servicemen and women in daily prayers. PUBLIC HEARING - GENERAL PLAN AMENDMENT (GPA -2013-01) TO UPDATE THE HOUSING INFRASTRUCTURE CITY DESIGN GEOLOGICAL HAZARDS, AND OPEN SPACE, AND BIOLOGICAL RESOURCES ELEMENTS OF THE CITY OF AZUSA GENERAL PLAN. Associate Planner Cooke addressed the item stating that this is a City initiated General Plan Amendment for the adoption of the updated Housing Element, as well as several other Plan Amendments; on April 29, 2013, Council and Planning Commissioners held a study session to review the Housing Element and receive input from the community; the consulting team worked on finalizing the documents, and prepared a draft of the Negative Declaration for the project, which was sent to the State Housing and Community Development, for their review; the City received notification that the Housing Element is in compliance with State Housing Law; the Planning Commission has reviewed and approved the draft. 10/21/2013 ]'AGE TWO Public Hearing to Update the General Plan and Housing Element Consultant Laura Stetson of Moore, lacofang, Goltsman, Inc. (MIG), addressed the item stating that the Housing Element is an update to one component of the General Plan, as well as other minor amendments; it is the only element of the General Plan required to be updated on regular basis; state mandates its revision every 8 years. The Housing Policy reflects changes in the community, and is the only element of the General Plan that requires some form of certification from a state agency; the certification allows the city to compete for Housing Grants through the state, and ensures that the General Plan is consistent and adequate to allow for development proposals; the penalty for not having a certified Housing Element, is to impose the revision every 4 years instead. The Housing Element indicates how the city is going to create opportunities for housing development through policy and by identifying sites to meet the housing needs, and puts a mechanism in place for those who provide housing; however, it does not require that the city build housing; those programs are based on assessment of what the community needs, constraints and how those constraints might be removed, as well as availability of resources in terms of land, financial and regulatory resources, to allow housing to be built in die community. Since the last update 4 years ago, this update is focused on census data, looking to see if there were any changes on needs from the community, and to recognize that Redevelopment for assisting developers of housing is no longer a tool that is available to the city; all programs that relied on Redevelopment have been removed from the housing element; however, the city kept programs deemed beneficial to the community should future mechanisms be provided. Two changes made: (1) AB 162 requires the city to address properties that are subject to flooding and that provide ground water management, based on information provided by Federal Emergency Management Administration (FEMA), maps were updated to show flood hazard areas due to dam failure and areas of water re -charge; and (2) SB 244 requires the city to address the infrastructure needs of properties that are not within city boundaries, but within the city's sphere and have some bearing on how the city does long range planning, the General Plan update required to address unincorporated disadvantaged communities that have the potential of becoming incorporated to the city; however, there is no requirement that the infrastructure be extended to or upgraded in these areas. Once the Housing Element has been adopted, it will be forward to the State Department of Housing and Community Development for their review and certification. Discussion was held regarding how this amendment would assist unincorporated areas should they be annexed to the city, such as a narrow unpaved road by Gladstone High School, adjacent to the wash, where residents are still using septic tanks, as well as housing within a 4-5 mile distance from city boundaries, to provide or show how the city services are provided to that area if the area is surrounded by other infrastructure that is already in place; on currently unincorporated areas, the city can reach out to the County and propose a partnership for improvements. Councilmember Gonzales introduced a resolution to adopt a Negative Declaration as the appropriate environmental document, and approve General Plan Amendment (GPA -2013-01) to adopt the following components: the City of Azusa 2014-2021 Housing Element, which represents an update to the 2008- 2014 Housing Element of the City of Azusa General Plan; the amendments to the City Design, Geology Hazards, and Open Space/Biological Resources Elements to comply with AB 162 to provide additional information on flood hazards; and the amendments to the Infrastructure Element to comply with SB 244 to provide information on disadvantaged unincorporated communities; the resolution was entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING GENERAL PLAN AMENDMENT NO. GPA -3013-01, TO ADOPT THE 2014-2021 HOUSING ELEMENT UPDATE AND AMENDMENTS TO THE INFRASTRUCTURE, CITY DESIGN, GEOLOGICAL HAZARDS, AND OPEN SPACE AND BIOLOGICAL RESOURCES ELEMENTS OF THE CITY OF AZUSA GENERAL PLAN. The amendments to the existing 2011-2014 Participation Agreement between the Glendora Police Radio Equip Department and the Azusa Police Department pursuant to the California Office of Traffic Safety (OTS) DUI Avoid Campaign Grant Award were approved. Amend DUI Part Agmnt 7. The Plans and Specifications were approved, and staff was authorized to solicit bids for the Safe Routes to School Project No. SR2SL-5112 (017). SRS Plans & 8. The Reimbursement Agreement with the Dhammakaya International Meditation Center to reimburse Specs the City for staff and consultant costs and expenses related to the City's review process for a proposed Specific Plan and Design Review to construct and operate a new meditation building and Dhammakaya new dormitories, to be located at the existing Dhammakaya International Meditation Center (DIMC), International located at 865 E.
