The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. CLOSED SESSION The City Council Recessed to closed session at 6:40 p.m. to discuss the following: Ceremonial Present Proclamations Commissioners Closed Session CONFERENCE WITH LABOR NEGOTIATOR - Gov. Code Sec. 54957.6 Conf w/Labor City Negotiators: City Manager Makshanoff Negotiators, Organizations: ACEA (Azusa City Employees Association), AMMA (Azusa Middle Management ACEA, Association), CAPP (Civilian Association of Police Personnel), and Unrepresented AMMA, CAPP Employees. Unrepresented The City Council reconvened at 7:30 p.m., City Attorney Martinez announced that there was no City Attorney reportable action taken in closed session. Reports Mayor Rocha called the meeting to order. Call to Order Pledge to the flag was led by Ms. Elaine Stricklin. Flag Salute Invocation was given by Reverend Rick McDonald from the Azusa House of Prayer. PUBLIC PARTICIPATION Public Part Ms. Barbara Dickerson addressed the meeting thanking residents for their support during her campaign B. Dickerson as a candidate for the Citrus Community College Board of Trustees. Comments Ms. Shawn Millner addressed the meeting giving an overview of her position as a candidate for the S. Millner Citrus Community College Board of Trustees. Comments Mr. Bruce Knoles addressed Council regarding animal licensing for dogs stating that it is not a crime to B. Knoles have unlicensed dogs, he asked that residents be notified in advance of the license renewal and for a Comments more compassionate process by the licensing officers. Ms. Jeri Vogel addressed Council regarding animal control, the amount of the fines and the short notice J. Vogel given to pay for the fines. Comments Mr. Jerry Rocha addressed the meeting to encourage all to vote and spoke of the candidates that he J. Rocha supports; he requested that the freeway underpass, north of Paramount on Sunset near the area he Comments resides, be cleaned; and stated that he agreed that all animals should be licensed. Ms. Elaine Stricklin addressed the meeting inviting Council and the public to the "Through the Eyes of E. Stricklin a Child" event regarding the Holocaust, on November 13, 2013, at the Citrus College Haugh Continents Performing Arts Center. Mr. Jorge Rosales addressed Council regarding the October 21, 2013, minutes stating that all the J. Rosales comments he made during public participation were not included in the minutes. Continents Ms. Christina Cruz Madrid addressed the meeting stating that she is a candidate for the Citrus C. Madrid Community College Board of Trustees, thanked residents for supporting her, and talked about her Comments family history. Mayor Rocha addressed comments made by Mr. Jerry Rocha stating that it is difficult to get permission J. Rocha from CalTrans to clean under the freeway bridge as they require people to attend classes before Comments cleaning, and he requested staff to continue working with CalTrans on the clean up. City Manager Makshanoff addressed Mr. Jorge Rosales' concern regarding the minutes stating that they J. Makshanoff are action minutes, and staff provides recorded videos of the Council Meetings that are available on the Comments City's web page for anyone who seeks detailed information. REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Repts, Updates Moved by Councilmember Gonzales, seconded by Councilmember Carrillo and unanimously carried to Proclamations approve a request for Proclamations for Ms. Barbara Dickerson and Ms. Rosemary Garcia, for their R. Garcia & B. retirement from the Azusa Unified School Board, to be presented November 19, 2013. Dickerson Discussion regarding Canvassingfor or dog licensing. Police Chief Gonzales addressed the item stating that it has been over 12 years since the last time canvassing was conducted in the city, the former vendor no longer offered those services; the new contract with Los Angeles County Humane Society (L.A. County) provides canvassing services, which started this year; the number of licenses registered by L.A. County, shows an increase of 45% the first year, and with the canvassing this year, the number of licenses went up to 112% compared to the 2011- 12 fiscal year; through the month of September 1,332 licenses were recorded (compared to 2011-12, only 628), the goal is to reach 100% compliance and to ensure that animals are properly vaccinated; the revenue generated by the licensing helps offset the cost that the city has to pay for humane services; not all households are the same, and the fees will depend on each specific case, i.e. the number of pets or if they are altered; the 24 hour turn around may be a miscommunication, the notice left at front doors, states that the field officer did not find anyone at home and could be back within 24 hours; there is no defined time limit to collect the fees, L.A. County will work out a payment plan for those who need additional time to comply; the first year the contract went into effect, was a grace period and no one was charged a delinquency fee for that year; the current delinquency fee is double the price of the license; penalties may also apply in cases where there are more than 3 dogs, except when the additional dog is a service dog; the canvassing entails a revision of all laws involved; residents were notified, notices went 11/04/2013 PAGE TWO S. Dog License Canvassing out to all residents on September 4, 2013, Police Department had an informational booth on national Dog License night out, it was posted on city's web site, fliers were posted in city buildings and all public places; Canvassing L.A. Comity field officers have reported an overwhelming cooperation from residents; Police Continued Department has recorded approximately 12 complaints, for which they have been assisted to navigate through the system (City Clerk Cornejo announced that his office received 6 additional complaints); this process is also an issue of safety for residents, animals that are loose sometimes attack people; in addition the city has license clinics available to all residents, July and August of each year, where typically 150 animals are licensed at each clinic; he encouraged anyone with concerns to call the Police Department Administrative Service Manager Ms. Gina Miller, who will be able to assist them. Councilmember Alvarez addressed the meeting stating that hopefully everyone had a nice Halloween; E. Alvarez ' on November 2, 2013, he attended an Azusa Pacific University (APU) Football Game, which he Comments enjoyed; and encouraged everyone to vote tomorrow on Election Day. Councilmember Gonzales addressed the meeting wishing all candidates good luck tomorrow on R. Gonzales Election Day and hopes that more people vote; he requested staff do a study on adding security in the Comments City Clerk's Office, and report back to Council at a future meeting. Councilmember Carrillo addressed the meeting thanking the Parks and Recreation Department for the A. Carrillo recent Annual Trunk or Treat Halloween Event, which was a success; he spoke of the importance of the Comments School Boards Election and people's participation. Mayor Rocha addressed the meeting stating that it will be adjourned in memory of Mr. George Ortiz, J. Rocha life-long resident of Azusa; he made the following announcements comments - Be -a -Walker, November 9, 2013, 8:00 a.m., Veteran's Freedom Park; - Wild Flower Meadow, November 9, 2013, 10:00 a.m., 1501 Ranch Road; - Hanging of two military banners, November 10, 8:00 a.m. in front of the Azusa Post Office; - Field of Valor, (invitation by Mayor Allen, City of Covina), November 10, 2013 10:00 a.m. corner of Grand and Puente; - Veterans Day Ceremony, November 11, 2013, 11:00 a.m. in front of City Hall; - 15th Annual Food Bank Drive, December of 2013, additional information will be announced; - Care Packages, December 7, 2013, 8:00 a.m. at the Veterans of Foreign War (VFW), items will be collected up to that date; he further stated that regarding dog license canvassing education is important, such as the illegal fireworks fine increase, for which City Manager Makshanoff and Information Officer Quiroz have put ' together a comprehensive plan to ensure that all residents are informed; and requested to keep service men and women in daily prayers, announcing the deployment of Azusa Soldiers including his son and grandson. The CONSENT CALENDAR consisting of Items D -I through D-6 was approved by motion of Consent Cal Councilmember Gonzales, seconded by Councilmember Alvarez and *carried, with the exception of D-6 Spec Call Item D-6, which was handled under the Special Call Portion of the Agenda. 1. The minutes of the regular meetings of October 21, 2013, were approved as written. Minutes 2. The following Resolution No. 13-C84, was adopted and entitled: Reso Warrants A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 3. In accordance with the City of Azusa Civil Service Rules and applicable Memorandum of H.R. Action Understanding(s), the Human Resources Action Items were approved as follows: Items Merit Increase and/or Regular Appointment: F. Chavez, F. Zarate. New Appointments: T. Bailey -Hudson, F. Munoz, J. Rush. 4. The Memorandum of Understanding (MOU) for the "Lead in Harmony" youth conference was MOU Lead In ' approved, and the City Manager was authorized to sign the agreement with Azusa Unified School Harmony, 1 -IRC District and the Azusa Rotary Foundation. 5. The City Treasurer's Report for the City of Azusa for the month of September, 2013, was received Treas Rprt reviewed and filed. 6. SPECIAL CALL ITEM Spec Call SPECIAL CALL ITEMS Spec Call 11/04/2013 PAGE THREE Foothill Credit PROPOSED LEASE AGREEMENT AND ATM AGREEMENT BETWEEN CITY OF AZUSA AND Union Lease FOOTHILL FEDERAL CREDIT UNION. Agmnt and ATM at P.D. Mr. Chris Andersson, Foothill Credit Union Vice President of operations, and City Manager Makshanoff answered Mayor Rocha and Council's questions stating that cash transactions will be minimal due to security reasons, transactions are mostly by check; most of their busy hours are from 10:00 a.m.-2:00 p.m., and the hours of operation of the automated teller machine ("ATM") at the Police Department will coincide with the lobby hours already established, as the machine will be inside the lobby; the city will pay for utility of the building, staff continued with the same practice they had with the Azusa City Employees Federal Credit Union, taking into consideration that this is a service that is provided to the employees, the cost is not very high, which can be offset by the .70 cent per transaction that the city will receive, with a minimum of $20.00 per month, from the ATM; the lease of the building is for one year, should the lease be extended, the market value of the lease will be taken into consideration; this is a trial period for Foothill Credit Union, they are in the process of finding another facility, but it is not guaranteed, their goal is to stay in Azusa. Moved by Councilmember Carrillo, seconded by Councilmember Gonzales and *carried to authorize the City Manager to execute two agreements with the Foothill Federal Credit Union, including an agreement to allow the Credit Union to lease space in City Hall, and an agreement for the Credit Union to install an ATM in the Police Department lobby.
