MINUTES OF THE CITY COUNCIL
REGULAR MEETING
' MONDAY, DECEMBER 2, 2013 — 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located
at 213 E. Foothill Boulevard, Azusa, CA 91702.
CLOSED SESSION
The City Council Recessed to closed session at 6:31 p.m. to discuss the following:

City Negotiator: Marco A. Martinez, City Attorney Employee
Organization: Unrepresented Employee, City Manager.
The City Council reconvened at 7:30 p.m., City Attorney Martinez announced that there was no No Report
reportable action taken in closed session.
Mayor Rocha called the meeting to order.
Pledge to the flag was led by Ms. Maria Noyola and Mr. Aaron Carreon
Invocation was given by Pastor Ariel Verayo, Jesus is Lord Church

Mr. Aaron Carreon and Ms. Maria Noyola, Azusa High School students, addressed Council to give a A. Carreon &
background history and activities of the GATE Program, and requested financial assistance to help keep M. Noyola
the program active. It was consensus of the City Council to directed staff to give a $100.00 sponsorship $100 to GATE
for the Azusa High School GATE Program. Program
Mr. Zafar Alikhan addressed Council regarding the new pavement being laid down at the new Z. Alikhan
developments by Rosedale, suggesting a more decorative finish, and spoke about the Home Owners Comment
Association in his area.
Mrs. Vanessa Ali khan addressed Council to give information about the Home Owners Association in her V. Alikhan
area, and suggested standard regulations for the asphalt that is being laid in the new development. Comment
Ms. Barbara Dickerson, Boardmembers to the Citrus College Board of Trustees, addressed Council to B. Dickerson
give an update on events and activities at Citrus College, and invited Council to the Winter Reception, Comments
and to the Annual Christmas Program at Citrus College.
City Manager Makshanoff addressed Mr. and Mrs. Alikhans' comments, stating that he will contact them J. Makshanoff
with answers to their concerns; Council will also be informed. Comments
REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF
Rprts/ Updates
Councilmember Gonzales congratulated the Parks and Recreation Department for the past weekend of R. Gonzales
events, which included Build Edwards Park in a day and the Winter Fiesta, and announced Shop for Kids Comments
Event Saturday, December 7, 2013, at Memorial Park.
Counclimember Alvarez congratulated all involved in the Edwards Park project which was a success, and E. Alvarez
announced next Saturday, December 7, 2013, Shop for Kids Event; Knights of Columbus will provide a Comments
continental breakfast for those who participate.
Councilmember Carrillo announced the Relay for Life event, next Sunday, December 8, 2013, at the
VFW Azusa Post on First Street, photos with Santa will be taken; he thanked Parks and Recreation
'Department for the Winter Fiesta event and Edwards Park built on the property donated by the Edwards
Family, which was a fantastic opportunity for all who participated, and apologized on behalf of City, to
all who missed the ribbon cutting ceremony which was rescheduled to an earlier time than originally
announced.
Mayor Rocha stated that the meeting was to be adjourned in memory of two life-long Azusa residents,
Mr. Louie Miranda and Mrs. Grace Ruelas Ayon; he thanked staff for getting the area cleaned by
Paramount School on Orange Ave., the Parks and Recreation Commission for the November 26, 2013,
field trip to the Museum of Science, and for the newly built in a day Edwards Park; he announced the
following events:
- Yard Sales, Dec 7 and 8, 2013;
- Delivery of care packets to Military personnel, Azusa VFW Post, December 7, 2013, 8:00 a.m.;
- Grand Opening of Edgar's Barbershop, December 7. 2013, 2:00 p.m.;
- Humanitarian Day, December 8, 2013, 10-2:00 p.m., 210 Citrus Ave.;
- Families on the Move be a Walker, December 14, 2013, 8:00 a.m., Freedom Veterans Park.
and asked to keep service men and women in daily prayers.

The CONSENT CALENDAR consisting of Items D -I through D-5, was approved by motion of Consent Cal
Councilmember Gonzales, seconded by Councilmember Alvarez, and *carried.
1. The minutes of the regular meeting of November 18, 2013, were approved as written. Minutes

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN
CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME
ARE TO BE PAID.
3. In accordance with the City of Azusa Civil Service Rules and applicable Memorandum of H.R. Action
Understanding(s), the Human Resources Action Items were approved as follows: Item
Merit Increase and/or Regular Appointment: S. Gerszewski.
Promotion: S. Sloniker.
Pursuant to City of Azusa Civil Rules Section 3/5, the Classification and Specification Revision and Specs Util Prog
Title Update for the Utility Programs Specialist was adopted. Specialist
4. The purchase of the HigheiGround, NextGen Capture9l I Call (voice) Coin munications Logger from Communicat
Versatile Information Products (VIP), Inc. in an amount not to exceed $35,205.02 was approved and Logger
based on VIP, Inc. satisfying Azusa Municipal Code 2-522 (c), competitive bidding already
completed under the State of California CMAS #3-08-00-0491B.
5. Staff was authorized to circulate a Request for Proposals (RFP) to solicit an experienced consultant
team for the Metro Transit Oriented Development Grant.
ORDINANCE/SPECIAL RESOLUTIONS
Councilmember Carrillo offered an ordinance entitled:
AN ORDINANCE THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING AND
RESTATING ARTICLE III OF CHAPTER 18 OF THE AZUSA MUNICIPAL CODE TO ESTABLISH
A REGULATORY SCHEME FOR ADMINISTERING AND MANAGING THE CITY'S RESPONSE
TO ALARMS, FEES, FINES, APPEAL PROCESS, AND PROVIDING OTHER MATTERS
PROPERLY RELATING THERETO.
Moved by Councilmember Carrillo, seconded by Councilmember Gonzales, to waive further reading and
adopt Ordinance No. 13-04, by the following vote of the Council:

It was consensus of Council to adjourn the meeting in memory of Mr. Louie Miranda, Azusa Lifelong
Resident, WWII Veteran Tech 5, US Army 808th ENC Aviation BTN; and Mrs. Grace Ruelas Ayon,
lifelong 104 year resident of Azusa.
