' The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Mayor Rocha called the meeting to order. Call to Order Pledge to the flag was led by Ms. Carmen Garcia. Flag Salute Invocation was given by Monk Phrakru Sotthidhammavites from Dhammakaya Meditation Center. Invocation ROLL CALL Roll Call PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, ALVAREZ, ROCHA ABSENT: COUNCILMEMBERS: MACIAS STAFF MEMBERS PRESENT Staff Present City Manager Makshanoff, City Attorney Martinez, Director of Public Works/Assistant City Manager Haes, Police Chief Gonzalez, Economic and Community Development Director Christiansen, Human Resources Director Neiuber, Utilities Director Morrow, Recreation and Family Services Director Jacobs, Acting City Engineer Bobadilla, Recreation Superintendent Gonzales, Senior Management Analyst Del Toro, Recreation Supervisor Gonzales, Information Officer Quiroz, City Clerk Cornejo, Deputy/Assistant City Clerk Hernandez. PUBLIC PARTICIPATION Public Part Ms. Carmen Garcia, Human Relations Commissioner, addressed Council inviting them and the public to the Hands Across Azusa Event on January 12, 2013, 1:00 p.m. in front of City Hall. C. Garcia Comments Mr. Ron Smith addressed Council regarding his father Mr. Virgil Smith, previous Light & Water (L&W) Superintendent, and who was the architect in obtaining water rights and ownership of Azusa R. Smith Agricultural Water; he further inquired about a plaque that was at the previous L&W Office Building, Comments which contained his father's name, requesting that it be placed in public view in recognition of his father. Ms. Azusa, Valeria Vazquez, addressed Council inviting them to Families on the Move - formerly Be A Walker - on January 11, 2014, 8:00 a.m. at Memorial Park, 320 N. Orange Ave., explaining that the V. Vazquez purpose of the program is to spread knowledge to prevent childhood obesity. Comments Mr. Paul Hernandez newly elected member to the Valley County Water District, Baldwin Park, introduced himself to Council, stating that he looks forward to working with Council on broad policies P. Hernandez that can better serve residents. Comments Mr. Tom Sanchez addressed Council regarding a vacant property located at 991 Momax, which has been T. Sanchez reverted back to the bank and is being occupied by transients; he requested that this be addressed, as Comments 'surrounding residents feel this to be unsafe for their children. City Manager Makshanoff stated that staff is working on locating the plaque that Mr. Smith requested; J. Makshanoff he will work with Police Department and Code Enforcement to address Mr. Sanchez's concerns Comments regarding the vacant property at 991 Momax. REPORTS, UPDATES COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rprts/Updates Councilmember Alvarez addressed the meeting wishing everyone a Happy New Year; he gave an update E. Alvarez of the Foothill Transit Meeting lie attended in December 2013, explaining that 64 new busses will be Comments placed in circulation, of which 49 are natural gas and 15 electric; the goal is to eventually do away with diesel buses. R. Gonzales Councilmember Gonzales addressed the meeting wishing everyone a happy and prosperous 2014. Comments Councilmember Camillo addressed the meeting wishing everyone a Happy New Year, and stated that he A. Carrillo is happy to start the year with new projects and to continue with current ones, such as the Goldline Comments which is scheduled to be finished by 2015; 80 train cars will be needed for this line, and there are concerns that they may not be available; however, this will be addressed in the future by GoldLine. Mayor Rocha addressed the meeting wising everyone a Happy New Year, and looks forward to a J. Rocha prosperous 2014; he announced that the meeting was to be adjourned in memory of World War 11 Comments Veteran Mr. Victor Subia, Mr. Natividad Guevara, Jr. and Mr. Narciso "Tito" Branca; and asked to keep service men and women on daily prayers. SCHEDULEDITEMS 'PUBLIC HEARING — COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FY 2014/15, ADOPTION OF RESOLUTION APPROVING THE 40TH YEAR CDBG PROGRAM. Senior Management Analyst Del Toro presented the 2014/15 CDBG Program; stating that Council can change or amend any or all the proposed allocations; applications were distributed on November 14, 2013, to potential recipients and a public notice was published in the San Gabriel Valley Tribune advertizing the allocations; due to Azusa being under 50,000 residents, it is categorized as a non - entitlement city and relies on the Los Angeles County Community Development Commission (County) as a pass through agency for CDBG funds; Azusa must adhere to the County's stipulations and guidelines, some of which is the elimination of fixed and administrative allocations and a minimum $10,000 per grant allocation; due to funding restrictions, the County no longer allocates administrative authority to participating cities; however, it has established frameworks that will allow cities to re -align their administrative cost and charge 20% for individual projects; the proposal reflects 15 % funding for public service projects plus 20% administrative cost for 3 non public service projects (this year being Code Enforcement, Sidewalk and ADDA improvements) alleviating the general; staff time on these projects includes administration, procurement close out and reporting procedures including federal funded Section 3 Projects that require additional documents; the County requires an approved resolution by January, and allocations are made in April; staff will provide Council with a final budget once it is available; an estimated $46,000 will be available for the next fiscal year, reflecting the lowest funding level in over 20 years, and a slight decrease from last year; there are carry over funds due to the loss of Pedestrian Footage Project, and the ineligibility of the Gladstone Fencing Project, if this project remains ineligible, staff recommends applying the funds to the Sidewalk and ADDA Projects. Del Toro Staff responded to a question posed by Councilmember Alvarez stating that it is not a requirement to be Discussion ' a previous applicant in order to qualify, it is preferred due to the overwhelming amount of documents that are required to be submitted with the application, if Council feels that this deters new applicants, it is to their discretion to change this process; Councilmember Gonzales added that because Azusa does not meet the 50,00 population threshold, he feels comfortable to continue with the same practice. Mayor Rocha declared the Hearing Open; City Clerk Cornejo read the affidavit of proof of publication Hrg Open published in the San Gabriel Valley Tribune on December 2, 2013. Ms. Barbara Dickerson, on behalf the Neighborhood Homework House addressed the item thanking B. Dickerson & Council for their financial support through the CDBG, which assists in providing support to students and Comments their families; she gave a detail overview of the program, and introduced Ms. Gabriela Verde from Las Palmas School who shared her experience at Homework House. Mr. Jorge Rosales addressed the item expressing concern regarding the allocation to the Code J. Rosales Enforcement Program, which he believes is not a project. Comments Moved by Councilmember Gonzales seconded by Councilmember Carrillo and *carried to close the Close Hearing Public Hearing. Discussion was held regarding the Neighborhood Homework House and the Recreation Department Discussion requesting funds from the Azusa Unified School District (AUSD); explanation was given that Homework House will request assistance from the AUSD as they may be able to get funds from the 'American Copy Editors Society (ACES) Education Fund, and for the playground program, it has always been administered by the Recreation Department and to which the AUSD provides in-kind support. Councilmember Carrillo, Offered a resolution entitled: Reso Appvg CDBG Funds A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ADOPTING THE STATEMENT OF COMMUNITY DEVELOPMENT OBJECTIVES AND SELECTING PROJECTS FOR FUNDING FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR FISCAL Moved by Councilmember Carrillo, seconded by Councilmember Gonzales to waive further reading and adopt Resolution No. 14-C 1, by the following vote of the Council: 01/06/2014 PAGE TWO 0 AYES: COUNCILMEMBERS: GONZALES, CARRILLO, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: MACIAS The CONSENT CALENDAR consisting of Items D -I through D-3, was approved by motion of Consent Cal Councilmember Gonzales, seconded by Councilmember Alvarez and *carried by roll call vote. 1. The following Resolution No. 14-C2, was adopted and entitled: Reso Warrants A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 3. In accordance with the City of Azusa Civil Service Rules and applicable Memorandum of H.R. Action Understanding(s), the Human Resources Action Items were approved as follows: Item New Appointment: R. Lam. ORDINANCE/SPECIAL RESOLUTIONS Councilmember Carrillo offered an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, AMENDING SECTIONS 3-3 OF CHAPTER 3 OF THE AZUSA MUNICIPAL CODE TO INCREASE THE SETTLEMENT AUTHORITY OF THE CITY MANAGER FROM $10,000 TO $25,000 FOR RESOLVING CLAIMS AGAINST THE CITY.
