MINUTES OF THE CITY COUNCIL
REGULAR MEETING
TUESDAY, JANUARY 21, 2014 — 6:32 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium
located at 213 E. Foothill Boulevard, Azusa, CA 91702.

Oaths of Office were administered to the following Police Office Personnel: Oath of Office,

Police Corporal Tommy Avila, was administered by Councilmember Gonzales and Ms. Jenny Avila. Personnel
Police Officer Samantha Sloniker, was administered by Councilmember Alvarez.
Police Officer Jonathan Rush, was administered by Councilmember Carrillo.
Police Officer Felipe Munoz, was administered by Mayor Rocha.
The City Council recessed at 6:50 p.m. and reconvened at 7:30 p.m.
Mayor Rocha called the meeting to order.

Mr. Louis Salgado Jr. addressed Council regarding the letter "A" that was on top of the San Gabriel L. Salgado
Mountains and was destroyed by the recent Colby Fire, requesting that all residents be invited to Comments
'participate in the process of its restoration, and suggested funds be solicited for the project.
Ms. Vanessa Alikhan addressed Council thanking firefighters who responded to the recent Colby Fire; V. Alikhan
she requested information about the contact person for the Rosedale construction to whom she can Comments
address questions regarding parking and other concerns.
Mr. Mark Davis addressed Council regarding the Garcia Trail, expressing concerns about night visitors M. Davis .
who conduct illegal activities; he announced that a petition is being routed in the City of Glendora for Comments
street parking to be restricted and be for residents only, from the roundabout to Barranca and north of
Leadora Ave., and it will be presented to the Glendora City Council at their meeting of February 2014,
for consideration.
Mr. Dan Simpson addressed Council regarding the recent Colby Fire commending the efforts by the fire D. Simpson
fighters, but expressed concerns and requested an official investigation and public accounting of how it Comments
was handled; he further asked who, from city personnel, is responsible for the closure and maintenance
of the Garcia Trail.
Ms. Cathy Bushey addressed Council stating that her residence is located on old Sierra Madre Avnue, C. Bushey
where people tend to park to view the city; however, some of those visitors conduct illegal activities and Comments
loiter, and requested that the curb be painted red and/or restrict night parking.
Mr. Gustavo Herrera addressed Council regarding the recent Colby Fire thanking all who responded G. Herrera
and assisted; he expressed concern regarding the Garcia Trail where visitors have created an unsafe Comments
environment; he made reference of a petition that is being routed in the city of Glendora to restrict
parking around that area reserving it for residents only he held a brief discussion with Mayor Rocha
regarding Glendora residents speeding through Sierra Madre.
Ms. Barbara Dickerson, Trustee Representative of the Citrus College Board, addressed Council to give B. Dickerson
a report on the College accomplishments; she further thanked all first responders to the recent Colby Comments
Fire as she was one of the residents who was evacuated.
Mr. Dennis Willut addressed Council regarding landlords collecting rent, homeless, Cable T.V. should D. Willut
provide basic channels to all residents, and the City's litigation expenses. Comments
Captain Leopoldo Ibarra from Los Angeles County Fire Station 97, expressed concerns for the L. Ibarra
increased use of the Garcia Trail; he explained that due to its proximity to the fire station, visitors have Comments
relied on the station for their basic needs while visiting; also illegal activities and loitering take place,
and street parking has also become a problem.
Mr. Zafar Alikhan addressed Council regarding fires, and the lack of fire lanes and designated parking Z. Alikhan
in the Rosedale area; he spoke of Rosedale residents search for legal representation to deal with the Comments
Home Owners Association (HOA) and the developer, and suggested a coalition of Azusa and Glendora
residents be created to address issues of mutual concern.
City Manager Makshanoff answered public comments stating that: Assistant City Manager Hiles will
contact Mrs. Alikhan to discuss her concerns; staff is working on a report for parking regulations on the
north east portion of Rosedale by the Garcia Trail, which will be presented at the next Council Meeting;
he explained that although the Garcia Trail sits on Azusa and Glendora, it is owned by the developer
Azusa Land Partners (ALP), he will meet with them and the Glendora City Manager to hopefully have
some answers in the near future regarding the parking issues; staff will talk to Mrs. Bushey regarding
her concerns on the roundabout at old Sierra Madre Avenue, lighting has been installed, but it has not
solved the problem; the Rosedale HOA is a private matter with the property owners; the city has not
taken control of all streets at Rosedale and cannot enforce parking on private streets.
REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF
City Manager Makshanoff addressed the meeting stating that the Colby Fire of last Thursday, January
16, 2014, was eventful for the City of Azusa; he thanked all department heads and personnel, the Fire
Department, all outside agencies and elected representatives, for their response and offering their
services during this crisis; he met with Assistant Fire Chief Steve Martin from Los Angeles County to
discuss setting up a public event for him to answer concerns from residents; Police Chief and staff are
preparing a Safety After.Action Report, which will be presented to Council at a Special Meeting on
Monday, January 27, 2014, following the Utility Board meeting, and Assistant chief Martin has been
invited to attend.
Presentation of Check from Azusa Rotary o Recreation and Family Services Department, from raffle
proceeds:
Ms. Carolyn Crawford, on behalf of the Azusa Rotary Club, presented a check to Senior Center
Coordinator Stephanie Fultz, to assist with various Parks and Recreation activities; these proceeds are
from two different raffles that Parks and Recreation allowed them to hold during their events.
Undate on the water drought from Utilities Director
Utilities Director Morrow gave an update on the water drought, stating that the water situation in the
state of California is bleak; 2013 was the worse water year in recorded history of 100 years, and 2014 is
'expected to be worse; meteorologists have announced that for the last, 13 months, a 2,000 mile ridge, 4
miles high, has been sitting along the cost of California and is blocking storms; water agencies will
have to prepare to work with available water; northern California supplies Azusa with 20% of water,
but reservoirs are low and Folsom lake is down to 18% capacity; 80% of Azusa's supply comes from
rivers and the San Gabriel Mountains, the three available dams are close to empty; Azusa is currently in
Phase II of the drought plan and phase III may be considered soon; Phase 11 is 3 day a week yard
watering program, Phase Ill is 2 days a week and includes increase in price; on January 17, 2014, the
Governor declared water emergency in the state, and he asked for a state conservation campaign to
reduce usage by 20%, and asked local communities not to waste water.

Councilmember Carrillo addressed the meeting to talk about how the Colby Fire destroyed property and A. Carrillo
took a toll on the hillside; he commended first responders for theirjoint efforts in partnering with Azusa Comments
personnel to control the situation, the Police Department for their recently launched website that helped
to keep information up to date, and expressed his appreciation to citizens for cooperating with orders to
evacuate; he further stated that he will be asking other cities to partner with Azusa to address the San
Gabriel Council of Governments (SGCOG) at their next regular meeting, to request state funding to
purchase a super scooper for the region, as it is currently being rented from Quebec, Canada partial time
during fire season; he addressed the current water drought and thanked residents for conserving, and
suggested that the solution to the water shortage would be better infrastructure to allow more water to
be stored during rainy seasons.
Councilmember Gonzales congratulated the Human Relations Commission (HRC), Police and R. Gonzales
Recreation Departments for the Hands Across Azusa event held on January 12, 2014, and thanked Comments
responders and all who were involved in assisting with the Colby Fire.
Councilmember Alvarez thank everyone for Hands Across Azusa, as well as the first responders and
everyone involved in the Colby Fire; he addressed the speeding traffic on Sierra Madre Avenue by the
Azusa Greens Golf Course and requested an update on a previous request to install a stoplight or
something similar to protect pedestrians; he requested a meeting with Police Chief to look into possibly
setting up a neighborhood watch program; he expressed his disappointment of the lack of care by
visitors at the Garcia Trail and supports limited hours and finding a solution regarding the parking
problems; he requested certificates be presented at the second meeting in May to recognize the three
Sandoval brothers who are actively serving in the Military; light discussion was held regarding re-
scheduling of said meeting due to some of the Councilmembers and staff attending the annual
International Council of Shopping Centers (ICSC) conference, it was further consensus of the Council
to approve presenting certificates at the second meeting in May, to whichever date it may be re-
scheduled to.
Mayor Rocha addressed the meeting stating that it was to be adjourned in memory of Mr. Jesse V.
Cornejo, WWII Veteran U.S. Navy, and Ms. Charlotte Sites, lifelong residents of Azusa; he thanked the
HRC for Hands Across Azusa; announced the following events: Azusa Veteran's Memorial Committee
fundraising breakfast, Sunday, January 26, 2014, 8:30 to 11:30 a.m., at the Veterans of Foreign War
(VFW) building, proceeds will be used for care packages for soldiers and to fund Veterans and
Memorial Day events; and Azusa Cares Mental Wellness Workshop, Saturday February 1, 2014, 10:00
a.m. to 12:00 p.m., in the Azusa Library Auditorium; he thanked everyone who responded and assisted
in the recent Colby Fire, and asked to keep service men and women in daily prayers.

Light discussion was held regarding the potential mudslides as a result of the Colby .Fire, staff is Discussion

potentially can have a negative impact in the water treatment plant.
The CONSENT CALENDAR consisting of Items D -I through D-10, was approved by motion of Consent Cal
Councilmember Gonzales, seconded by Councilmember Carrillo, and *carried by roll call vote.
1. The minutes of the regular meeting of January 6, 2014, were approved with an amendment to delete Minutes
the sentence "and does not qualify to be paid out of CDBG funds" from public comment made by
Mr. Jorge Rosales.
2. The following Resolution No. 14-C3, was adopted and entitled: Reso 14-C3

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN
CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME
ARE TO BE PAID.
3. In accordance with the City of Azusa Civil Service Rules and applicable Memorandum of H.R. Action
Understanding(s), the Human Resources Action Items were approved as follows: Item
Merit Increase and/or Regular Appointment: E. Ceccia.

4.The City Treasurer's Report for the City of Azusa for the month of December, 2013, was reviewed, Treasurer's

5. The Retainer Agreement for legal services from Manning & Kass, Ellrod, Ramirez, Trester LLP, Manning &
that are anticipated to arise from an "officer involved shooting" (OIS) that occurred on November Kass, Legal

6.The Contract for roof replacement at the Sister City House was awarded to Hernandez Enterprise Hernandez
Roofing Company of EI Monte, California in the amount of $21,800.00. Enterprise Roof
7.The Following Resolution No. 14-C4 was adopted and entitled: Reso Master

ENTER INTO A MASTER AGREEMENT AND A PROGRAM SUPPLEMENT AGREEMENT

8. An increase to the current $10,000.00 blanket for Kenneth E. Meyer & Associates Legal Services to Kennth Meyers
$50,000 to cover necessary workers' compensation and liability attorney services for the remaining Blanket P.O.
