REGULAR MEETING Reg Mtg The City Council reconvened at 7:30 P.M., City Attorney Martinez announced that labor negotiators Reconvened gave a presentation to the Council in Closed Session and there was not reportable action taken. Mayor Rocha called the meeting to order. Pledge to the flag was led by Ms. Jenny Del Rio. Flag Salute Invocation was given by Pastor Ariel Verayo of Jesus Is Lord Church. Invocation Musical Tribute in celebration of Mother's Day, was given by Mariachi Juvenil Nueva Generacion. Musical Tribute PUBLIC PARTICIPATION Pub Part Ms. Lois Shade addressed the Council regarding the proposed National Recreation Area (NRA) L. Shade expressing concerns on its boundaries, management, water rights and the supply of clean water, and Comments how future grants will be assigned. Ms. Claire Robinson representative for Amigos de Los Rios, addressed the Council stating that the C. Robinson organization created the Emerald Necklace Parks to connect the ocean to the National Forest and the Comments San Gabriel Mountains, where the NRA is being proposed and expressed support for the project. Mses Diana Williams and Joanne Hinojosa, representing the Human Relations Commission, addressed D. Williams the Council to invite all to the Cafe Con Leche Event, May 17, 2014, 9:00 A.M., at Citrus College; they and J. Hinojosa 'gave an overview of the event and the benefits that it provides for High School Students to pursue Comment higher education. Mr. Jorge V. Rosales addressed the Council to invite everyone to the 7th Annual Mayor's Prayer J. Rosales Breakfast, May 21, 2014, 7:30 A.M., at Azusa Pacific University, Upper Turner Campus Center. Comments Messrs Roldie and Mario Miranda, and Mses Elena Miranda, Rosalinda Rivas and Bonnie Plonowski, Roldie, M. addressed the Council regarding the Azusa Medical Center located at 474 S. Citrus Ave., and the Miranda, E. problems caused by patients who attend the clinic, i.e. loud noise, urinating or defecating on the Miranda, R. sidewalks, loitering, confrontation with residents, homeless sleeping behind the dumpsters at the Rivas & B. clinic's parking lot, sitting on residents walls, trespassing on private properties, staying after hours to Plonowski, drink and purchase liquor for minors, breaking into mailboxes; the`police have been called several Complaints times, but the situation continues to get worse; the feel this environment is unsafe for residents as well 474 Citrus, as the children who attend the nearby schools. ` Med Clinic Mses Belinda Faustinos and Nidia Erceg, representing the San Gabriel Mountains Forever, addressed B. Faustinos & the Council to commend them for all that they have done for open space protection, and all the N. Erceg recreational activities that they have made available to the community; they expressed their support for Comments the proposed Federal designation of the NRA, and suggested an open dialog to address everyone's concerns. Mr. Dan Simpson addressed the Council regarding the proposed NRA, thanking the Azusa Light and D. Simpson Water (AL&W) for the letter that was sent to Congresswoman Chu addressing the water supply, and to Comments 'Councilmember Macias for his letter regarding additional issues; he expressed concern about the boundaries of the proposed NRA as they are not clear; he invited all to a Town Hall Meeting, May 27, 2014, 7:00 P.M. at the Glendora Chamber of Commerce, where the proposed NRA will be discussed. Mr. George Sanchez addressed the Council and thanked all who expressed concerns about the proposed G. Sanchez NRA; he supports the project, as it will protect and preserve public land as well as benefit the adjacent Comments cities with additional revenue, increase value in real property, income and job growth; in addition, it presents opportunities for grants. Mr. Arno Conley addressed the Council regarding problems that Rosedale residents have with A. Conley American cockroaches in the sewer lines, and the lack of maintenance of the roads in that development. Comments City Manager Makshanoff addressed public comments: staff is aware of all concerns and issues that were brought up on the proposed NRA and they continue to communicate them to Congresswomen Chu and Napolitano; staff will meet to discuss the Azusa Clinic and evaluate the situation; staff has been in communication with Azusa Land Partners (ALP), the Home Owners Association (HOA) and Mr. Bill Holman, regarding the roaches in the Rosedale sewers, and has been working with the City's pest control company to evaluate the damage; William Lyon Homes will take care of maintaining the roads before they are transferred to the HOA. REPORTS. UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Consideration to cancel or re -schedule the May 19, 2014, Council Meeting. 'City Manager Makshanoff addressed the item stating that the City Attorney, Councilmember Macias, Community Development Christiansen and himself, will be attending the 2014 International Council of Shopping Center (ICSC) in Las Vegas, May 18-20; Council may choose to hold the meeting with the four remaining Councilmembers, cancel the meeting, or move it to May 21, or 22; a special meeting will be scheduled for May 27, 2014, following the Utility Board Meeting. Moved by Councilmember Macias, seconded by Mayor Pro -tem Gonzales, to cancel the May 19, 2014, Council Meeting, by the following vote of the Council: YES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE 05/05/2014 PAGE TWO City Manager Comments Rprts/Update Cancel May 19, 2014, Council Meeting Moved by Councilmember Macias, seconded by Councilmember Alvarez, to approve the Mayor's Cert for Girl request for certificates for Ms. Rebecca Megan Hesgard, Carla Ivanna Cerda and Natalie Danielle Scouts Cerda, for earning the Girl Scout Gold Award, by the following vote of the Council: YES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ALVAREZ, ROCHA NOES: COUNCILMEMBERS: NONE Mayor Pro -tem Gonzales addressed the meeting thanking the Utility Department for the Shred-A-Thon R. Gonzales Event on April 26, 2014, an additional event will be scheduled in October, 2014; he congratulated the Comments Library for the Tattoos on the Heart Event with Father Gregory Boyle, and Parks and Recreation for the Cinco de Mayo Event; he spoke of his recent tour to Huy Fong Foods Inc., Sriracha Plant in the City of Irwindale, with the owner Mr. David Tran, where they discussed his plans for expanding his business; he remembered his late mother and wished all mothers a Happy Mother's Day. Councilmember Macias addressed the meeting remembering his late mother and wished all mothers a U. Macias Happy Mother's Day; he thanked everyone who were present at the Council meeting to speak on the Comments proposed NRA. Councilmember Alvarez addressed the meeting to wish all mothers a Happy Mother's Day; he invited E. Alvarez all to the Annual Azusa Youth Program (AYP) BBQ, June 7, 2014, 5:00 P.M. at Memorial Park, North Comments Recreation Center, proceeds will benefit the City's youth programs. Councilmember Carrillo addressed the meeting requesting that staff follow up on the concerns addressed during public participation regarding the Azusa Medical & Mental Health Clinic; he stated that Council's decision to cancel the next Council Meeting, was due to a team from Azusa attending the 2014 ICSC Conference; he explained the significance of the conference where all cities find the needed components for projects that can help with retail and economic growth, such as Target which came out of that conference, efforts will continue to be made to secure economic growth in Azusa; he wished a Happy Mother's Day to his mother and wife, and to all mothers. Mayor Rocha addressed the meeting remembering his late mother and wished all mothers a Happy Mothers Day; he announced upcoming events: Veterans Community Resource Fair, May 9, 2014, 10:00 A.M., at Citrus College; Paramount School Carnival, May 9, 2014, 3:00-6:00 P.M.; Families on the Move, May 10, 2014, 8:00 A.M. at Memorial Park; Edwards Park Dedication, May 15, 2014, 5:00 P.M., corner of 6th and Azusa; Mariachi Fiesta, May 16, 2014, 6:00 P.M., at Gladstone High School; Texas Hold'em & Casino Night, May 19, 2015, 6:00 P.M., at the Eagles Lodge; Veteran's Program, May 26, 2014, in front of City Hall, WWII Veterans will be honored; hanging of two Veteran Banners, May 11, 2014, 9:00 A.M.; he asked to keep service men and women in daily prayers. A. Carrillo Comments J. Rocha Comments Letter of concern in regards to the National Recreation Area (NRA) gislation proposed by Letter to Congresswoman Chu. Congress Chu and Napolitano City Manager Makshanoff addressed the item stating that the letter is addressed to Congresswomen re. Proposed Chu and Napolitano, and expresses concerns brought up by Council at prior meetings regarding the NRA impacts that the NRA will have on the City's first responders, traffic, infrastructure, residents and businesses; staff has addressed other concerns that have to do with Azusa's water supply. Councilmember Macias addressed the item stating that for the past two years Council, staff and local U. Macias residents, have held discussions regarding concerns on the proposed NRA, and the letter formalizes Comments those concerns; he reviewed the study and found that it has positive impacts that can benefit the City, i.e. sales and gas tax and increase in retail; however, a project of this magnitude has other impacts, i.e. noise, traffic, trash and litter, as it has been the case in other communities adjacent to similar recreation areas; he suggested the creation of a local ad-hoc committee to represent the City in the discussions. Resolution No. 14-C25 was adopted and entitled: Reso 14-C25 Appvg Transfer A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, Drain with REQUESTING THE BOARD OF SUPERVISORS OF THE LOS ANGELES COUNTY FLOOD L.A. Co. Flood CONTROL DISTRICT OF THE STATE OF CALIFORNIA TO ACCEPT, ON BEHALF OF Control SAID DISTRICT, THE TRANSFER AND CONVEYANCE OF THE STORM DRAIN IMPROVEMENTS KNOWN AS MISCELLANEOUS TRANSFER DRAIN NO. 1761 IN THE CITY OF AZUSA FOR FUTURE OPERATION, MAINTENANCE, REPAIR AND IMPROVEMENT, AND AUTHORIZE THE TRANSFER AND CONVEYANCE THEREOF. 5. The Participating City Cooperation Agreement with the County of Los Angeles for Fiscal Years Reso 14-C26, 2015-2018, was adopted, and Resolution No. 14-C26 was adopted and entitled: Cooperation Agmnt L.A. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING County PARTICIPATION IN THE LOS ANGELES URBAN COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM BY AUTHORIZING THE MAYOR, OR HIS/HER DESIGNEE TO SIGN A COOPERATION AGREEMENT WITH THE COUNTY OF LOS ANGELES. 7. SPECIAL CALL ITEM 8. Resolution No. 14-C27 was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, APPROVING THE EIGHTEENTH AMENDMENT TO THE EXCLUSIVE FRANCHISE AGREEMENT WITH ARAKELIAN ENTERPRISES TO AMEND THE SERVICE RATES AND FEES FOR THE PERIOD OF JULY 1, 2014 THROUGH JUNE 30, 2015. SPECIAL CALL ITEMS City Treasurer's Report for the City of Azusa for the month of March 2014.
