PUBLIC PARTICIPATION Pub Part Ms. Barbara Dickerson, Boardmember for the Citrus College Board of Trustees, addressed the Council B. Dickerson to give an update on Citrus College students' accomplishments and activities: athletes who achieved Comments full scholarships, Veterans Center activities, science and engineering projects, students blood drive placing 7th in the Nation, and the 100th Birthday celebration of Citrus College. Messers Joe Guarrera, Jorge Rosales and Gerald Snyder; and Mses Joaquina Ducker, Blanch Weir, Public Carolyn Crawford, Martha Gutierrez, Nancy Bryant, Lucia Ramirez, Josephine Gehring, Alice Mejia, Comments on and Amalia Rodriguez, addressed the Council regarding agenda Item C-4, a proposed award of a the Proposed contract to Transportation Concepts for the operation of Azusa Transit, expressing concerns on money Contract for spent on transportation from A and C funds, the City continuing to maintain transportation vehicles Azusa Transit instead of the contractor, transportation to special events not being part,of the contract, contractor's use Operations of City Transportation employees, facilities and equipment, the difficulty to understand the contract as it appears to have discrepancies and part-time drivers' salaries being reduced once the company takes them; they requested that operations remain the same with the current quality of service as many rely on Azusa Transit for their transportation needs, and to allow more time for additional input from the people who use the service. 'Mr. Hector Elizalde, Representative for Congresswoman Napolitano, addressed the meeting to invite H. REPORTS, UPDATES, COUNCIL BUSINESS AND ANNOUNCEMENTS -STAFF Rprts/Update Discussion regarding consideration of canceling City Council meetings of August, 2014. Cancel Aug Meetings City Manager Makshanoff stated that traditionally Council has canceled the August meetings, staff is proposing to cancel them again this year, no immediate items need to be approved in August, and meetings can resume the first meeting in September, should an emergency arise, a special meeting can be considered. Utilities Director Morrow gave an update on the water drought, stating that it is a critical situation, 80% of the State of California is in extreme drought and 100% is in severe drought; it has been the lowest rainfall in Southern California in the last 150 year history, and the 3rd year of drought at 50% or less than normal, which is taking a toll on the reserve supplies; the State declared drought emergency on January 17, 2014, and on July 15, 2014, the State Water Resources Control Board adopted an emergency drought regulations with the goal to reduce water by 20%; the implemented regulations are similar to Azusa's; water agencies are to report monthly to the State on conservation status; Azusa only receives 5% water allocation from the State Water Project, the river is dry, there is minimal water behind the 3 dams, and underwater levels are at an all time low in the San Gabriel Water Basins; Azusa's Phase 111 of the drought came into effect May 1, 2014, which allows for two days a week 'outside watering, no water waste, no washing down driveways, no letting the sprinklers leak into the streets, implementation of a 3rd tier pricing block, and fines ranging from $50 - $200, and up to $600 for commercial customers; a drought forum was held on June 24, 2014, at the Azusa Senior Center, and a second one will be held on Thursday, July 24, 2014, 6:45-7:45 P.M. at Faith Community Church, 1211 W. Badillo, West Covina, to accommodate the 60% customers residing outside Azusa boundaries acquired through the purchase of Azusa Valley Water Co. in 1993, and will be open for everyone who wishes to attend; work needs to be done on conserving water, the stats usage went up 1% since the beginning of the year, although the Governor asked for 20% reduction, since the declaration of Phase 11 in May 2014, Azusa has reduced consumption by 7%; he thanked the public for cooperating, and asked everyone to use water wisely. Water Drought Update Mayor Rocha stated that for those who cannot attend the July 24, 2014, Water Drought Forum, Utilities J. Rocha Director will be at the Concerts in the Park, August 14, 2014, 7:00 P.M., Memorial Park, to give more Comments information on the drought. Certificate for Rose Hills Cemetery, for their Centennial Celebration. Councilmember Carrillo stated that he recently attended an Independent Cities Association (ICA) A. Carrillo Conference, the workshops held were on: communications, it was gratifying to see where Azusa stands Comments on communication as it is more advanced than other cities, and commend the Police Department on the recently launched website, which served well during recent crisis by giving accurate and up to date information to the public; emergency response and the Council's role in adopting policies to ensure that staff and first responders are doing what they need to do to keep citizens safe; storm water, water supply and water quality permits that will be coming before the Council with restrictions and mandates that need to be followed; human trafficking and how they fit in small Cities as it also happens in Azusa, he will provide the Police Chief with information, so that they can be up-to-date on this issue; he thanked all who attended and participated in the meeting, and wished everyone a happy and safe summer. Councilmember Macias wished everyone a happy summer and announced that the cooling centers will U. Macias be open during the hot days; he stated that Azusa is moving forward and improving, as the GOIdLine Comments will bring positive change; he believes residents will get through the water drought; he thanked everyone who was present at the meeting, and assured them that whatever decision Council makes, will be in the best interest of everyone involved. Councilmember Alvarez wished everyone a safe summer and reminded all about Concerts in the Park; E. Alvarez he requested that the worn out U.S. Flag at Memorial Park be replaced; he thanked all who attended the Comments meeting. Mayor Rocha stated that the meeting would be adjourned in memory of Ms. Maria J. Vasquez, Ms. J. Schedule of Fees and Finance Director Paragas presented the item stating that the resolutions presented adopt the 2014-15 Charges Schedule of Fees and Charges, for non development and development fees services and charges; the fiscal impact is the Consumer Price Index (CPI) of 1.7% from May 2013 to May 2014; also reflected are some fee increases based on surveys made with neighboring Cities, which impact some of the Police and Recreation Departments; she stated that two corrections were needed, as they were discovered after the posting of the agenda: page 24 of the schedule, item S-068, alarm registration and renewal fees to be $25.00 not $16, and $12.00 for Elderly 65+, low income and disabled, per ordinance adopted in December 2013. Police Chief Gonzalez responded to questions posed by Mayor Rocha, stating that the $25.00 alarm S. Gonzalez registration/renewal fee was implemented to cover the cost of maintaining the database; the services responds to were outsourced and PMAM Corporation was contracted; they are responsible for sending out notices Mayor's 'regarding faulty alarms; an online School/Responsible Ownership Program has been set up for first Questions citation recipients, who if they participate in the program, the fine is waived; PMAM has connections with all alarm providers, they reach out to them and advise them of the City's ordinance. The vehicle code enforcement is for improper display of vehicle license plates in the front and back of vehicles; parking enforcement is predominately handled by Police Aides and Community Services Officers, 8-10 thousand parking citations are written annually, and the improper display of vehicle license plates violation is not on the top 3 most cited; the top violations are parking where prohibited by street sweeping signs, illegal handicap and expired or wrong tags; citations issued for blocking driveways, are typically issued upon resident's complaints; Mayor Rocha requested that street sweeping signs on Renwick Avenue by Murray Elementary School be placed, as it appears to be one missing. Operation of Azusa Transit Assistant City Manager/Public Works Director Haes presented the item, a request from staff -to award a to contract to Transportation Concepts for the operation of Azusa Transit; at a previous meeting Council Transportation approved staff to search for the viability of contracting out Azusa Transit, it is a very specialized duty, Concepts 'and most cities the size of Azusa do not operate their own transit, they are contracted out; of the 12 neighboring cities that staff contacted, only Duarte operates in-house, and it only consists of fixed routes, it does not operate dial a ride; Azusa has contracted other services in the past for the purpose of being more efficient. He explained that Azusa Transit has been operating since 1978, it provides curb -to -curb service for T. Haes Seniors 60+ and disabled residents; the fees are .25 cents roundtrip to the Senior Center, .50 cents for a Presentation one way local trip within the City limits, $1.50 one way for outside the City limits within a 6 mile radius, and $1.00 one way on a non -fixed route to the MetroLink station; in 1984, the City operated a fixed route system called the City Canyon Coach, which was discontinued in 2003, because it was a duplication of Foothill Transit existing routes; on April 7, 2014, Council authorized staff to put out a Request for Proposals (RFP) to find out what it would cost to contract out the Azusa Transit; the RFP was to indicate that the 3 full-time employees would remain employed with the City, keep their same salary and benefits, and continue to be supervised by the Public Works Director, as requested by Council and Employees Union; the part-time employees would be offered jobs by the contractor; there would be no change in service for the users; the fees will continue to be set by Council's Resolution, and that there be substantial savings to contracting, as it would also reduce the City's liability; 4 proposals were received and the top 3 were interviewed; Transportation Concepts from Irvine was the most economical and interviewed the best, the project manager is experienced, the regional manager is located in Glendora, they presented the best transitional plan, have an understanding of the program, and have excellent references from 3 Cities in California, Corona, Blythe and Glendora, where they currently operate; possible joint services with the City of Glendora can be pursued, such as maintenance and dispatching, to reduce the cost to both cities; based on current use, the cost savings is estimated at $1,166,481, for a 3 -term contract (44 months). He further responded to questions posed at public participation stating that the vehicle maintenance and T. Haes storage at the City Yard is included in the proposal, the contractor can store the vehicles at his facility; Response to however, it is to the City's benefit to store them in-house; when a passenger is being transported, it is Questions considered revenue mile, but when driving from other City where vehicles are stored, is considered dead time, that mileage is not money generated but gas and time is paid for, it would also be more wear and tear on the vehicles; dispatching and contract administration at City Yard may seem a benefit for the contractor, but it would be easier for the City to supervise the services, should there be complaints, they can be addressed right away; the phone number will remain the same. He presented 3 options for Council to consider: (1) Award 3 -term contract to Transportation Concepts, (2) Award 3 -term contract to Transportations Concepts including optional Set Service, to include Saturday services, for a 6 month trial period, (3) Reject all proposals. 07/21/2014 PAGE FIVE Mayor Pro -tem Gonzales stated that he appreciated the hard work and time staff put into this, which seems like an excellent proposal, but users are happy with the current service, and he would like to hear from them; he suggested an ad hoc or advisory committee to coordinate meetings and discuss the proposal, approach Glendora Senior Center to get their input on how well this service works, if complaints have been received regarding the contractor, and bring the item back in September for consideration; Councilmember Alvarez stated that he was in favor of gathering additional information before making a decision, and posed questions that were answered by Assistant City Manager/Public works Director Haes, who stated that the annual fuel cost is $90,000 a year, a cost that the City will continue to bear, it is not included in the savings and it has been included in the operational budget; if the contractor was to provide fuel, an additional administrative fee to the fuel cost, would be imposed to process the necessary documentation; the estimated savings were based on the transfer of part-time staff to the company, liability insurance and other operating costs directly associated with the operation itself, the City currently owns 10 vehicles, they vary in age, and whether the operation is in-house or contracted, the vehicles will still need to be replaced for safety reasons, after a certain number of years; other Cities that contract services provide their vehicles as well, this will not be unique for Azusa or this contract. Councilmember Macias stated that he is in favor of getting additional information, people need to be well informed of any decision that Council makes; he suggested a meeting at the Senior Center with staff and the contractor to address everyone's concerns; he posed questions that were answered by Assistant City Manager/Public Works Director Haes who stated that he met with the Senior Advisory Committee to discuss contracting the Azusa Transit,. as there was misinformation being transpired, he answered all their questions and felt comfortable that they understood what staff proposes, and he did not see the need for a follow up meeting; other City services are contracted out, such the police vehicle maintenance (vehicles are maintained and stored in-house and the City uses its own fuel), utility bill service, street sweeping, trash collection, tree trimming, fire services, dog licensing and catering for the Woman's Club; as a result of the contracts, those services have improved; the proposal will include Saturday service, and the services will be at standard or higher, as the goal is to make them better; the contractor has to meet the City's standards, and the City has the right for termination of contract for non-performance. Mayor Rocha stated that unlike other current outside contractors, the City would provide this contractor with fuel, vehicles, office space, that includes water, sewer and power and the only thing that the contractor would pay for is phone services; Assistant City Manager/Public Works Director responded that he is not familiar with the details of the other contracts, he can request from the contractor to 'submit a separate proposal showing their cost of operating from their won facilities, for Council to compare; if Council chooses, wages for part-time employees can remain the same, and any new hired can start at the reduced hourly rate; however, this would reduce the projected savings. Messrs Gill Barnett, President, Marvin Williams, Project Manager, and Steve Purchase, Maintenance Manager, from Transportation Concepts, addressed the Council stating that they have been in this type of business for 40 years, do vast amount of contracts throughout Southern California, provide quality service to their customers, and have never lost a contract; they support Council's request for additional time for research, and to reach out to all their customers, they want Council to have full disclosure of what they will be getting; regarding the fuel, they just responded to the RFP as provided, they assured Council that there will not be change in services, they will only change if the Council wishes, but their goal is to improve and continue catering to the seniors by providing safe and reliable vehicles; they would like to take all the employees and pay them their current salaries, but that is the way the contract was drafted; if ample notice is provided to them, they offered to be available for the meetings to answer residents questions. Councilmember Macias stated that the trustees for the Fairmont Cemetery at the Rosedale Development, contacted him regarding to request that the street that goes into Fairmont Cemetery, be named Fairmont Memorial Dr., he expressed his support for this name and asked from staff to look into the process of naming that street.
